Annual Performance Results and Targets<br />

<strong>The</strong> <strong>Department</strong> is in the process <strong>of</strong> updating its strategic plan, and has been actively engaging<br />

stakeholders including Congress. <strong>The</strong> draft strategic plan is being released for public comment<br />

concurrent with this budget submission, with the expectation <strong>of</strong> <strong>of</strong>ficial publication this spring. <strong>The</strong><br />

draft plan and <strong>FY</strong> <strong>2012</strong> budget are consistent and aligned. Updated measures will be released at a later<br />

date and available at the following link http://www.mbe.doe.gov/budget/12budget/index.htm.<br />

<strong>FY</strong> 2010 Accomplishments<br />

• <strong>The</strong> first two NNSA-specific policy letters for Information Security and Physical Protection were<br />

signed by the Administrator on July 2, 2010, as part <strong>of</strong> the Zero-Based Security Review (ZBSR), to<br />

eliminate unnecessary costs, improve our ability to develop clear and consistent security<br />

requirements, identified enterprise-wide acceptable levels <strong>of</strong> risk, and maintain the effectiveness <strong>of</strong><br />

the site-level security program.<br />

• Advanced implementation <strong>of</strong> a Common Procurement and Equipment Standardization program<br />

through establishment <strong>of</strong> a “Security Commodity Team,” consisting <strong>of</strong> contractor, federal, and union<br />

representatives from each NNSA and DOE field site, which will be the mechanism for discussion,<br />

research, evaluation, and selection <strong>of</strong> security equipment to be standardized across the enterprise.<br />

• Completed a year-long effort, as part <strong>of</strong> the ZBSR, to improve the quality and consistency <strong>of</strong> the<br />

site-level vulnerability assessments by focusing on improving the rigor and formality <strong>of</strong> the analysis<br />

process at each site, working with the sites to identify better and more cost effective security<br />

upgrades, and employing risk management in the development <strong>of</strong> the site security strategy.<br />

• Initiated an effort to implement a Defense Nuclear Security Enterprise Wide Physical Security<br />

Technology Management Plan which will address the current infrastructure, modernization,<br />

standardization and implementation <strong>of</strong> all physical security systems, (i.e. access systems, alarm<br />

systems, detection/deterrent systems, etc).<br />

• Graded Security Protection Policy Implementation Assistance Visits (GSP-IAV) were conducted at<br />

each <strong>of</strong> the Category I sites, as part <strong>of</strong> the ZBSR. Peer reviews were also performed by the<br />

<strong>Department</strong> <strong>of</strong> Defense, the United Kingdom and the Office <strong>of</strong> Health, Safety and Security. <strong>The</strong>se<br />

efforts drove changes in the site protection strategies that have resulted in cost reductions.<br />

Significant Program Shifts<br />

<strong>The</strong> Office <strong>of</strong> Health, Safety and Security (HSS) and the National Nuclear Security Administration<br />

(NNSA) agreed to transfer the management and operations <strong>of</strong> the Local Area Network Material<br />

Accountability System (LANMAS) to NNSA. <strong>The</strong> LANMAS is a s<strong>of</strong>tware application provided by the<br />

Office <strong>of</strong> Health, Safety and Security to DOE and NNSA sites and facilities to use as the core <strong>of</strong> their<br />

nuclear accountability systems. <strong>The</strong> purpose <strong>of</strong> the transfer is to locate management <strong>of</strong> the s<strong>of</strong>tware in<br />

the program <strong>of</strong>fice that is the largest user. Since NNSA facilities are direct users <strong>of</strong> the system, they<br />

have a greater knowledge <strong>of</strong> the enhancements, corrections and upgrades needed for the s<strong>of</strong>tware, as<br />

well as the costs and benefits <strong>of</strong> funding the enhancements. <strong>The</strong> NNSA has direct lines <strong>of</strong><br />

communications with these facilities and a better knowledge <strong>of</strong> the operational impacts <strong>of</strong> changes to<br />

s<strong>of</strong>tware design features or platforms. <strong>The</strong> <strong>FY</strong> <strong>2012</strong> request reflects this functional transfer.<br />
