Operations and Maintenance (Homeland<br />

DNS Operations and Maintenance integrates personnel, equipment and procedures to protect a<br />

facility’s physical assets and resources against theft, sabotage, diversion, or other criminal acts.<br />

Each NNSA site or facility has an approved Site Safeguards and Security Plan (SSSP) or a<br />

facility Master Security Plan detailing protection measures and resources needed to safeguard<br />

site security interests. <strong>The</strong> DNS program will: continue to improve security to counter known<br />

and projected adversary threat capabilities; manage a focused program to identify and deploy<br />

improved physical security systems and equipment; work to improve the integration between<br />

personnel (protective forces) and technology capabilities; and address protective force overtime<br />

rates. Other initiatives include reducing security overhead costs and addressing life cycle<br />

equipment issues. <strong>The</strong> technology deployment endeavor will work with DOE laboratories and<br />

parallel government efforts to deploy technologies that demonstrate promise to improve<br />

effectiveness and minimize cost growth.<br />

Protective Forces 453,779 414,166 418,758<br />

Funding requested for Protective Forces provides for specialized training and sustains<br />

protective forces hired in support <strong>of</strong> the 2003 DBT and to begin planning activities for<br />

implementation <strong>of</strong> the 2008 GSP policy and Tactical Response Force policy. <strong>The</strong>se forces<br />

are a site’s primary front-line protection, consisting <strong>of</strong> armed uniformed <strong>of</strong>ficers. Protective<br />

Forces are an integral part <strong>of</strong> a site’s security posture, and are trained and practiced in<br />

various tactics and procedures to protect site interests.<br />

In <strong>FY</strong> <strong>2012</strong>, the request will allow sites to maintain sufficient protective forces required to<br />

meet <strong>Department</strong>al protection standards. In addition to providing daily site protection,<br />

these forces function as first responders, train to manage chemical and biological events,<br />

and provide special contingency response capabilities. Funding needs are determined by<br />

Site Safeguards and Security Plans supported by Vulnerability Assessments, and protection<br />

strategies designed to ensure adequate protective force staffing levels, equipment, facilities,<br />

training, management and administrative support. Additionally, there will activities to<br />

upgrade and modernize training facilities at sites that are protecting Category I special<br />

nuclear material. <strong>The</strong>y will be executed as a series <strong>of</strong> capital equipment or General Plant<br />

Projects.<br />
