Phase A will provide Site and Infrastructure Improvements and will be executed through a firm-fixed price design-bid-build contract. Phase B will provide the Staging and Characterization Facilities and will be executed through firm-fixed price design-bid-build contract. The Management and Operating contractor will provide project, design, and construction management oversight and procure the design and construction services.
