Site Stewardship<br />

Long Term Stewardship (LTS) activities at SNL continue to support remedial actions completed at<br />

263 <strong>of</strong> 265 release sites. In <strong>FY</strong> <strong>2012</strong>, NNSA LTS activities include program management, maintenance<br />

<strong>of</strong> remedies at a number <strong>of</strong> environmental restoration sites at SNL/New Mexico, and groundwater<br />

monitoring at SNL /California. <strong>Energy</strong> Modernization and Investment Program activities are aimed at<br />

achieving <strong>Department</strong>al energy efficiency goals. <strong>The</strong> <strong>2012</strong> EMIP activities support priority energy<br />

conservation projects that will reduce energy consumption, enhance energy independence and security<br />

and provide life-cycle cost effective benefits. Projects that provide the most significant contribution<br />

towards achievement <strong>of</strong> NNSA’s energy goals and result in cost avoidances/savings and social benefits<br />

will be selected from the EMIP Integrated Prioritized Project List (IPPL) for execution.<br />

Facilities and Infrastructure Recapitalization Program (FIRP)<br />

<strong>The</strong> SNL uses FIRP funding for projects that support refurbishment <strong>of</strong> building systems and utilities for<br />

mission-critical Defense Programs facilities and infrastructure. Recapitalization projects planned for<br />

<strong>FY</strong> <strong>2012</strong> include chiller replacements supporting Sandia’s scientific and classified computing resources,<br />

exhaust fan and air handling unit replacements in facilities involved with critical R&D, production, and<br />

machining activities, and additional road repairs. <strong>The</strong> SNL will also increase its participation in the<br />

complex-wide Ro<strong>of</strong> Asset Management Program (RAMP) by adding the SNL Albuquerque ro<strong>of</strong>s to the<br />

RAMP inventory, along with the SNL Livermore site’s ro<strong>of</strong>ing assets that were added in <strong>FY</strong> 2010.<br />

Defense Nuclear Security<br />

<strong>The</strong> Defense Nuclear Security program at SNL provides laboratory protection measures consistent with<br />

requirements documented in its Site Security Plan (SSP). In <strong>FY</strong> <strong>2012</strong>, SNL will continue to focus on<br />

improving the efficiency <strong>of</strong> the security program, including modernization <strong>of</strong> the security infrastructure<br />

and implementation <strong>of</strong> technology upgrades.<br />

Cyber Security<br />

<strong>The</strong> NNSA Cyber Security program implements a flexible, comprehensive, and risk-based cyber<br />

security program that (a) protects the NNSA information and information assets as appropriate; (b) is<br />

predicated on Executive Orders; national standards; laws and regulations; and <strong>Department</strong>al and NNSA<br />

orders, manuals, directives and guidance; and (c) results in a policy-driven cyber security architecture;<br />

aligned with the NNSA Enterprise architecture; a programmatic framework and methodology that is<br />

based on current policies and procedures; and a management approach that integrates the components <strong>of</strong><br />

a comprehensive cyber security program; ensures alignment <strong>of</strong> the program with NNSA and<br />

<strong>Department</strong>al strategic plans and relevant plans <strong>of</strong> the CIO.<br />

<strong>The</strong> SNL will continue improving the efficiency <strong>of</strong> the security program, including modernization <strong>of</strong> the<br />

security infrastructure and implementation <strong>of</strong> technology upgrades. <strong>The</strong> SNL will also establish a<br />

comprehensive self-assessment program for cyber security. <strong>The</strong> SNL will lead the effort to deploy a<br />

virtual collaboration computing incident response capability complex-wide.<br />

Nonproliferation and Verification Research and Development<br />

<strong>The</strong> SNL Nonproliferation and Verification R&D program develops new and innovative remote sensing<br />

technologies; radiation detection technologies, and other detection and analysis capabilities supporting<br />

nuclear fuel cycle monitoring missions; nuclear forensics missions; develops, demonstrates, and<br />

validates improvements to data processing and analysis tools in support <strong>of</strong> ground-based nuclear<br />
