<strong>The</strong> Nuclear Safeguards and Security (NSS) subprogram coordinates and manages the Next Generation<br />

Safeguards Initiative (NGSI) to develop the policies, concepts, technologies, expertise, and<br />

infrastructure necessary to sustain the international safeguards system as its mission evolves over the<br />

next 25 years. This subprogram also implements DOE Additional Protocol and Voluntary Offer<br />

Agreement Safeguards activities at U.S. facilities and oversees DOE participation in the U.S. Support<br />

Program to International Atomic <strong>Energy</strong> Agency (IAEA) Safeguards. Additionally, the NSS<br />

subprogram works with the IAEA and other partners to enhance the application <strong>of</strong> physical protection<br />

and safeguards norms and best practices.<br />

<strong>The</strong> Nuclear Controls (NC) subprogram coordinates and manages programs to control and limit the<br />

spread <strong>of</strong> WMD-related material, equipment, technology and expertise. This subprogram builds global<br />

capacity to prevent theft, diversion, and spread <strong>of</strong> nuclear materials, technologies, and expertise through<br />

activities that: strengthen international laws, regulations and standards governing nuclear controls; train<br />

international partners on export control, licensing, enforcement, and interdiction <strong>of</strong> nuclear materials;<br />

provide technical and financial support to strengthen nonproliferation regimes and multilateral<br />

organizations; and provide specialized support to domestic licensing, enforcement and interdiction<br />

agencies and the U.S. nuclear industry. <strong>The</strong> NC subprogram will promote global security by engaging<br />

international partners in a variety <strong>of</strong> activities, such as strengthening export control systems, assisting<br />

foreign countries to meet their nonproliferation obligations under the Nuclear Non-Proliferation Treaty<br />

(NPT), and helping to transition WMD scientific communities in high-risk nations. <strong>The</strong>se activities<br />

strengthen overall security within volatile regions, create partnerships that can lead to international<br />

stability, and reduce the risk <strong>of</strong> scientist migration to states <strong>of</strong> proliferation concern and terrorists.<br />

<strong>The</strong> Nuclear Verification (NV) subprogram negotiates, monitors, and verifies compliance with<br />

international arms control and nonproliferation treaties and agreements. This subprogram develops<br />

negotiating and ratification strategies to achieve U.S. national security objectives as related to arms<br />

control and nonproliferation; develops technologies tailored for monitoring compliance with arms<br />

control and nonproliferation treaties and agreements and detecting potential clandestine weapons<br />

programs or illicit diversions; and provides policy, technical and implementation expertise to support<br />

nonproliferation and arms control treaties and agreements.<br />

<strong>The</strong> Nonproliferation Policy (NP) subprogram develops and implements DOE/NNSA nonproliferation<br />

and arms control policy. <strong>The</strong> subprogram’s activities support implementation <strong>of</strong> bilateral and<br />

multilateral, Presidential-directed or <strong>Congressional</strong>ly-mandated nonproliferation and international<br />

security requirements stemming from high-level nonproliferation initiatives, agreements and treaties.<br />

Specifically, the NP subprogram conducts policy and technical analysis on urgent national security<br />

issues, proliferation trends in regions and countries <strong>of</strong> concern, and options to strengthen international<br />

regimes and mechanisms for preventing proliferation; develops policy and provides program oversight<br />

on nonproliferation and international security issues; supports the development and negotiation <strong>of</strong><br />

nuclear treaties and agreements; provides DOE/NNSA nonproliferation policy guidance on nuclear fuel<br />

cycle issues; and undertakes activities to improve and update multilateral nuclear supplier arrangements,<br />

and identify supplier vulnerabilities and potential gaps in supplier arrangements.<br />

In <strong>FY</strong> <strong>2012</strong>, the NIS program will work to prevent WMD proliferation through the following activities:<br />

strengthening the international nonproliferation regime, including the Nuclear Non-Proliferation Treaty,<br />

the system <strong>of</strong> IAEA safeguards, multilateral supplier regimes, and bilateral nuclear cooperation<br />

agreements; cooperating with foreign partners to improve national export controls, safeguards, physical<br />
