support and maintenance as the host government assumes full operational responsibility for the<br />

equipment. Implementation <strong>of</strong> the SLD Program in any given country is contingent upon the<br />

agreement/invitation <strong>of</strong> the government in that country.<br />

<strong>The</strong> SLD Core Program installs radiation detection equipment at borders, airports, and strategic ports in<br />

Russia, other former Soviet Union states, Eastern Europe, and other key countries. Under the Core<br />

Program, detection equipment is deployed to scan commercial cargo, passenger vehicles, and<br />

pedestrians regardless <strong>of</strong> direction or destination. Approximately 650 sites in 30 countries have been<br />

identified to potentially receive detection equipment installations under the Core Program, including<br />

approximately170 sites in Russia.<br />

<strong>The</strong> SLD Megaports Initiative provides radiation detection equipment to key international seaports to<br />

screen cargo containers for nuclear and other radioactive materials regardless <strong>of</strong> the container<br />

destination. <strong>The</strong> Megaports Initiative also cooperates closely with the U.S. <strong>Department</strong> <strong>of</strong> Homeland<br />

Security’s Bureau <strong>of</strong> Customs and Border Protection (CBP) to support the Container Security Initiative<br />

(CSI) and to implement the Secure Freight Initiative (SFI) at international ports. <strong>The</strong> primary goal <strong>of</strong><br />

the Megaports Initiative is to scan as much container traffic for radiation as possible (including imports,<br />

exports, and trans-shipments), regardless <strong>of</strong> destination and with minimal impact to port operations.<br />

Under this initiative, NNSA plans to implement this program in up to 100 international seaports by the<br />

end <strong>of</strong> 2018. NNSA is currently engaged in negotiations with governments in Europe, Asia, the Middle<br />

East, Latin America, the Caribbean, and Africa for the implementation <strong>of</strong> the Megaports Initiative.<br />

NNSA continues to engage with governments and commercial terminal operators in those countries<br />

where it is important to implement the Megaports Initiative.<br />

Annual Performance Results and Targets<br />

<strong>The</strong> <strong>Department</strong> is in the process <strong>of</strong> updating its strategic plan, and has been actively engaging<br />

stakeholders including Congress. <strong>The</strong> draft strategic plan is being released for public comment<br />

concurrent with this budget submission, with the expectation <strong>of</strong> <strong>of</strong>ficial publication this spring. <strong>The</strong><br />

draft plan and <strong>FY</strong> <strong>2012</strong> budget are consistent and aligned. Updated measures will be released at a later<br />

date and available at the following link http://www.mbe.doe.gov/budget/12budget/index.htm.<br />

<strong>FY</strong> 2010 Accomplishments:<br />

• Completed MPC&A upgrades at a cumulative total <strong>of</strong> 213 <strong>of</strong> 229 buildings containing weapons<br />

exploitable material in Russia and NIS/Baltics;<br />

• Downblended approximately a cumulative total <strong>of</strong> 12.6 metric tons (MTs) <strong>of</strong> HEU to LEU;<br />

• Facilitated the enactment <strong>of</strong> 26 additional MPC&A regulations in the Russian Federation and FSU<br />

countries;<br />

• <strong>Place</strong>d a cumulative total <strong>of</strong> 186 MPC&A regulations in the development phase for Russia and other<br />

FSU countries, and<br />

• Completed installation <strong>of</strong> radiation detection equipment at a cumulative total <strong>of</strong> 399 sites, 365 SLD<br />

Core sites and 34 Megaports.<br />
