1. Significant Changes<br />

<strong>The</strong> most recent DOE O 413.3B approved Critical Decision (CD) is CD-1, Approve Alternative<br />

Selection and Cost Range that was approved on July 25, 2007 with a preliminary cost range <strong>of</strong><br />

$1,400,000 to $3,500,000. <strong>The</strong> Management and Operations Contractor, B&W Y-12 recently reported<br />

an updated cost range estimate <strong>of</strong> $4,200,000 to $6,500,000 based on 45 percent design maturity in thenyear<br />

dollars. <strong>The</strong> Office <strong>of</strong> Cost Analysis in DOE also recently completed an independent cost range<br />

estimate based on 45 percent design maturity and reported a range estimate within the M&O’s range.<br />

An additional cost review by the Army Corps <strong>of</strong> Engineers is underway, and the <strong>Department</strong> <strong>of</strong> Defense<br />

(DoD) Cost Assessment and Program Evaluation (CAPE) <strong>of</strong>fice will conduct an independent cost<br />

review in <strong>FY</strong> 2011. <strong>The</strong> NNSA will use all independent cost review data when available to inform<br />

future budget requests. Consistent with NNSA’s increased emphasis on project management rigor,<br />

total-project baseline cost and schedule will not be finalized until the total project achieves 90 percent<br />

design maturity. Additionally, subproject activities such as advanced procurement and site preparation<br />

will not begin until those individual subprojects each achieve 90 percent design maturity and baseline<br />

approval.<br />

<strong>The</strong> project experienced an increase in design cost from $351,149, as shown in the <strong>FY</strong> 2011 request, to<br />

$528,690. <strong>The</strong> increase was due to multiple factors that have been identified as the overall design<br />

execution plan and design has matured. <strong>The</strong>se factors include changes to program requirements,<br />

improved estimates to accomplish the design activities, transition <strong>of</strong> design deliverables from<br />

construction to design, and an extension to the overall schedule.<br />

For <strong>FY</strong> <strong>2012</strong> and the outyears, Construction and Other Project Costs (OPC) are shown as To Be<br />

Determined (TBD). Estimates will be finalized once the project has achieved 90 percent design maturity<br />

and baseline approval. <strong>The</strong> Total Project Cost totals include Design. In the <strong>FY</strong> <strong>2012</strong> request,<br />

Construction and OPC and the TPC request will appear on the construction line item in the budget<br />

narrative and on supporting tables. As the design matures and cost estimates are refined, the OPC costs<br />

may fluctuate, affecting the Construction costs but not changing the TPC.<br />

As represented in the <strong>FY</strong> <strong>2012</strong> request, Construction and OPC funds will be executed through the line<br />

item. Funds will be obligated and recorded in the appropriate object classes (object class 32.0 and 25.4)<br />

as defined in Office <strong>of</strong> Management and Budget Circular A-11.<br />

A Federal Project Director at the appropriate level has been assigned to this project.<br />

This PDS is an update <strong>of</strong> the <strong>FY</strong> 2011 PDS.<br />
