4. Project Description, Justification, and Scope<br />

This project will provide a new high explosive (HE) main charge pressing facility with capability and<br />

capacity to meet the needs <strong>of</strong> changing weapon complexity, projected workload, and the Life Extension<br />

Program activities in the future including the W76, W78, and W88 Programs.<br />

<strong>The</strong> facility improves safety, quality and efficiency <strong>of</strong> material movement. It reduces personnel<br />

restrictions and eliminates human reliability program (HRP) requirements by its location outside the<br />

Protected Area. Benefits also include reduced administrative safety controls through improved<br />

engineering controls, and reduced maintenance downtime.<br />

<strong>The</strong> new facility will be located in the Limited Area <strong>of</strong> the Pantex Plant, and replaces existing operations<br />

in buildings 12-17, 12-21A and 12-63. <strong>The</strong> facility will be designed to produce main charge pressing<br />

hemispheres to meet future capacity requirements and will consist <strong>of</strong> approximately 45,000 square feet<br />

<strong>of</strong> space. Proposed areas include the main pressing facility, a magazine storage area, and a connecting<br />

ramp.<br />

<strong>The</strong> <strong>FY</strong> <strong>2012</strong> activities include the continuation <strong>of</strong> construction work initiated in <strong>FY</strong> 2011. This work<br />

will include the placement <strong>of</strong> reinforcement steel and concrete as well as the procurement and<br />

manufacture <strong>of</strong> long lead equipment such as blast-doors, frames, and isostatic presses.<br />

<strong>The</strong> project is being conducted in accordance with the project management requirements in<br />

DOE O 413.3B, Program and Project Management for the Acquisition <strong>of</strong> Capital Assets, and all<br />

appropriate project management requirements have been met.<br />

Funds appropriated under this data sheet may be used to provide independent assessments <strong>of</strong> the<br />

planning and execution <strong>of</strong> this project.<br />
