Nuclear Safeguards and<br />

<strong>The</strong> Nuclear Safeguards and Security (NSS) subprogram manages the Next Generation Safeguards<br />

Initiative (NGSI), oversees support for the U.S. Support Program (USSP) to IAEA Safeguards, is<br />

responsible for the implementation <strong>of</strong> DOE Additional Protocol (AP) and Voluntary Offer<br />

Agreement (VOA) Safeguards activities at U.S. sites and facilities, and works with the IAEA and<br />

other partners to enhance the application <strong>of</strong> physical protection and safeguards norms and best<br />

practices.<br />

This subprogram consists <strong>of</strong> four activities: Safeguards Policy & Human Resources, which includes<br />

the development <strong>of</strong> safeguards policies, concepts and approaches, and human capital development;<br />

Safeguards Engagement; Safeguards Technology Development; and International Nuclear Security.<br />

• Safeguards Policy & Human<br />

<strong>The</strong> Safeguards Policy & Human Resources activity leads three elements <strong>of</strong> NGSI – policy<br />

development, concepts and approaches, and human capital development – and manages the<br />

implementation <strong>of</strong> DOE AP and Voluntary Offer Agreement (VOA) Safeguards activities at U.S.<br />

sites and facilities. <strong>The</strong> activity conducts analyses <strong>of</strong> emerging international safeguards issues to<br />

provide timely information and recommendations that support DOE/NNSA and USG safeguards<br />

policy decisions. <strong>The</strong> activity also develops new approaches and safeguards concepts to improve<br />

the effectiveness and efficiency <strong>of</strong> IAEA safeguards, including the incorporation <strong>of</strong> safeguards<br />

into facility designs. To implement the Human Capital Development element, the subprogram<br />

seeks to reinvigorate the safeguards human capital base in the United States through internships,<br />

summer courses, university engagement, pr<strong>of</strong>essional development, and fellowship opportunities.<br />

In <strong>FY</strong> <strong>2012</strong>, the subprogram will investigate new safeguards concepts for enrichment plants and<br />

engage industry and the IAEA on Safeguards-by-Design. <strong>The</strong> subprogram also will provide<br />

technical analysis and support for international safeguards and nonproliferation policy, including<br />

the assessments necessary to support regulatory and governance processes and conduct<br />

proliferation risk assessments <strong>of</strong> new technologies and facilities including those related to the<br />

global expansion <strong>of</strong> nuclear power. <strong>The</strong> subprogram will continue to support human capital<br />

development efforts to attract and train new safeguards experts in order to staff international<br />

safeguards positions at the National Laboratories, federal agencies, and the IAEA with qualified<br />

U.S. candidates.<br />
