funding covers approximately 10 percent to 24 percent <strong>of</strong> the total Defense Programs budget. Providing<br />

and maintaining a sustainable infrastructure is crucial to the success <strong>of</strong> the nuclear security enterprise.<br />

<strong>The</strong> RTBF Construction subprogram is important to the continuity <strong>of</strong> capabilities for nuclear weapons<br />

manufacturing and research and development mission requirements. Construction investments support<br />

design and construction <strong>of</strong> facilities that support the nuclear security enterprise, improving the<br />

responsiveness and/or functionality <strong>of</strong> the infrastructure and its technology base.<br />

Annual Performance Results and Targets<br />

<strong>The</strong> <strong>Department</strong> is in the process <strong>of</strong> updating its strategic plan, and has been actively engaging<br />

stakeholders including Congress. <strong>The</strong> draft strategic plan is being released for public comment<br />

concurrent with this budget submission, with the expectation <strong>of</strong> <strong>of</strong>ficial publication this spring. <strong>The</strong><br />

draft plan and <strong>FY</strong> <strong>2012</strong> budget are consistent and aligned. Updated measures will be released at a later<br />

date and available at the following link http://www.mbe.doe.gov/budget/12budget/index.htm.<br />

<strong>FY</strong> 2010 Accomplishments<br />

• Exceeded corporate facility availability goals <strong>of</strong> 95 percent.<br />

• Achieved the industry target <strong>of</strong> 5 percent Facility Condition Index (FCI) for mission-critical facilities.<br />

• Provided transportation container support for DSW and NNSA missions to support Life Extension<br />

Program (LEP) and Stockpile Stewardship programs.<br />

• Completed the Highly Enriched Uranium Materials Facility (HEUMF) at Y-12, and completed<br />

material relocation and storage four months ahead <strong>of</strong> schedule.<br />

• Completed construction on schedule for the Chemistry and Metallurgy Research Replacement<br />

(CMRR) Radiological Laboratory/Utility/Office Building (RLUOB) at the Los Alamos National<br />

Laboratory (LANL).<br />

• Completed construction ahead <strong>of</strong> schedule and under budget for Fire Stations #1 and #2 at the<br />

Nevada National Security Site (NNSS).<br />

• Completed construction on time and under budget for the TA-55 Reinvestment Project Phase I at<br />

LANL.<br />

• Downgraded buildings 9201-5 (originally constructed in 1944 as part <strong>of</strong> the Manhattan Project) and<br />

9720-38 at Y-12 to below a Category 3 Nuclear Facility.<br />

• Packaged 76 percent and shipped 73 percent <strong>of</strong> all Category I/II materials from Lawrence Livermore<br />

National Laboratory (LLNL) consistent with the pr<strong>of</strong>ile to achieve de-inventory in <strong>FY</strong> <strong>2012</strong>.<br />

• Successfully moved the 80,000 pound Tandem van de Graaff accelerator to the new Ion Beam<br />

Laboratory at Sandia National Laboratories (SNL).<br />

• Met Low Level Waste treatment and disposal goals at LLNL.<br />

• Completed the Critical Experiments Facility (CEF) Operational Readiness Review.<br />

• Signed the lease agreement with the developer for the new Botts Road Facility at KCP and started<br />

construction work at the site.<br />
