development mission. <strong>The</strong> PNNL also examines existing or evolving proliferation problems through<br />

technical studies and provides a broad range <strong>of</strong> support to efforts within multilateral nuclear export<br />

control organizations, such as the Nuclear Suppliers Group and the Zangger Committee. <strong>The</strong> PNNL<br />

will also support the International Nuclear Security Program.<br />

International Nuclear Materials Protection and Cooperation (INMP&C)<br />

<strong>The</strong> NNSA’s INMP&C program at PNNL provides technical, contracting, and management expertise.<br />

In particular, this includes the efforts <strong>of</strong> experts in physical security, material control and accounting,<br />

and protective forces, as well as experienced project managers. <strong>The</strong> PNNL also manages several<br />

projects related to materials protection cooperation and accounting (MPC&A) infrastructure in Russia,<br />

including physical protection, material, control and accounting, and protective forces training, regulatory<br />

development, and inspections/oversight. In addition, PNNL management and technical experts provide<br />

project management support, sustainability assistance and training expertise to the Second Line <strong>of</strong><br />

Defense program.<br />

Global Threat Reduction Initiative (GTRI)<br />

In <strong>FY</strong> <strong>2012</strong>, the PNNL provides significant technical, scientific, and management expertise to the three<br />

key subprograms <strong>of</strong> GTRI–Convert, Remove, and Protect–supporting the comprehensive GTRI<br />

approach to achieving its mission to reduce and protect vulnerable nuclear and radiological material<br />

worldwide, and denying terrorists access to nuclear and radiological materials that could be used in<br />

weapons <strong>of</strong> mass destruction or other acts <strong>of</strong> terrorism. <strong>The</strong> Highly Enriched Uranium (HEU) Reactor<br />

Conversion subprogram supports the conversion or verified shutdown <strong>of</strong> domestic and international<br />

civilian research reactors and isotope production facilities from HEU to Low Enriched Uranium. <strong>The</strong><br />

Nuclear and Radiological Material Removal subprogram supports the removal and disposal <strong>of</strong> excess,<br />

vulnerable nuclear and radiological materials from civilian sites worldwide. <strong>The</strong> Nuclear and<br />

Radiological Material Protection subprogram supports the securing <strong>of</strong> international and domestic<br />

buildings containing high priority nuclear and radiological materials worldwide from theft and sabotage.<br />
