Market downturns, interest rate decreases, plan demographics, and new statutory requirements have caused large increases in pension costs. The Administration is fully committed to funding these plans in accordance with legal requirements without impacting the base programs. The Administration will conduct an independent study of these issues using the appropriate statutory and regulatory framework to inform longer-term decisions on pension plan costs.
