Office <strong>of</strong> Environmental Management (EM) Program. Area G cost will be part <strong>of</strong> the EM budget and<br />

responsibility.<br />

10. Acquisition Approach<br />

<strong>The</strong> project will be executed in two phases. Phase A will provide Site and Infrastructure Improvements<br />

and will be executed through a firm-fixed price design-bid-build contract. Phase B will provide the<br />

Staging and Characterization Facilities and will be executed through firm-fixed price design-bid-build<br />

contract. <strong>The</strong> Management and Operating contractor will provide project, design, and construction<br />

management oversight and procure the design and construction services.<br />
