In February 2005, the Bratislava Initiative resulted in a comprehensive plan for the cooperation on<br />

security upgrades <strong>of</strong> Russian nuclear facilities at Rosatom and Ministry <strong>of</strong> Defense sites and cooperation<br />

in the areas <strong>of</strong> nuclear regulatory development, sustainability, secure transportation, Materials Protection<br />

Control and Accounting (MPC&A) expertise training, and protective force equipment. Workscope as <strong>of</strong><br />

February 2005 was completed at the end <strong>of</strong> 2008. However, a number <strong>of</strong> important areas/buildings have<br />

been added to the scope <strong>of</strong> joint work since February 2005. <strong>The</strong> MPC&A upgrades at most <strong>of</strong> these<br />

additional areas/buildings were completed in 2010, while some work scope will continue through 2018.<br />

<strong>The</strong> Navy Complex program element improves security <strong>of</strong> Russian Navy warhead and weapons<br />

exploitable material by installing improved security systems at Russian Navy nuclear warhead sites,<br />

Russian Navy HEU fuel storage facilities (fresh and damaged fuel), and shipyards where nuclear<br />

materials are present. <strong>The</strong>re are 39 Russian Navy nuclear warhead sites and 8 Russian Navy<br />

fuel/nuclear material storage sites. <strong>The</strong> program also improves security systems at checkpoints near<br />

upgraded sites, the Personnel Reliability Program (PRP) for the Russian Ministry <strong>of</strong> Defense (MOD),<br />

and sustainability activities consisting <strong>of</strong> training and site-level maintenance support for upgraded MOD<br />

sites.<br />

<strong>The</strong> Strategic Rocket Forces (SRF)/12th Main Directorate program element improves security <strong>of</strong><br />

Russian warheads maintained by the Russian Ministry <strong>of</strong> Defense by installing improved security<br />

systems at Strategic Rocket Forces and 12th Main Directorate nuclear warhead sites. A total <strong>of</strong><br />

25 SRF sites (at 11 bases) and nine 12th Main Directorate sites have received MPC&A upgrades.<br />

<strong>The</strong> Rosatom Weapons Complex program element improves the security <strong>of</strong> nuclear weapons and<br />

materials at seven Rosatom nuclear weapons, uranium enrichment, and material processing/storage sites,<br />

which are located within the closed cities <strong>of</strong> the Rosatom Weapons complex. <strong>The</strong> Civilian Nuclear Sites<br />

program improves security at 32 civilian nuclear sites (19 Russian and 13 sites outside <strong>of</strong> Russia).<br />

<strong>The</strong> Material Consolidation and Conversion (MCC) program element reduces the complexity and the<br />

long-term costs <strong>of</strong> securing weapons exploitable nuclear material in Russia. <strong>The</strong> MCC program is<br />

designed to significantly reduce the proliferation risk associated with weapons exploitable nuclear<br />

materials by consolidating excess, non-weapons exploitable highly enriched uranium (HEU) and<br />

plutonium into fewer, more secure locations. <strong>The</strong> MCC program achieves further risk reduction by<br />

downblending weapons exploitable HEU to non-weapons exploitable low enriched uranium (LEU).<br />

<strong>The</strong> National Programs and Sustainability element assists Russia and other partner countries in<br />

developing and maintaining a nation-wide MPC&A infrastructure, thereby ensuring that U.S.-funded<br />

security upgrades and an effective infrastructure can be sustained. Activities include developing and<br />

revising regulations, developing inspection capabilities, training, education and regional support, site<br />

sustainability planning, nuclear security culture activities, secure transportation and protective force<br />

improvements, developing and revising measurement methodologies, and maintaining material control<br />

and accounting measurement capabilities.<br />

<strong>The</strong> Second Line <strong>of</strong> Defense (SLD) program strengthens the capability <strong>of</strong> foreign governments to deter,<br />

detect, and interdict illicit trafficking in nuclear and other radioactive materials across international<br />

borders and through the global maritime shipping system. <strong>The</strong> SLD Program also provides training in<br />

the use <strong>of</strong> the equipment to appropriate law enforcement <strong>of</strong>ficials and initial system sustainability<br />
