• Pit Disassembly and Conversion<br />

(PDC) Project (OPC) 0 112,999 45,600<br />

<strong>The</strong> PDC OPC funding supports Critical Decision (CD) package development addressing four<br />

interrelated sub-projects (1) stabilization and packaging (S&P) line, 2) material storage (MS),<br />

3) infrastructure, and 4) pit processing). In addition, funding is needed to support project<br />

management, project risk management, design authority, design oversight and reviews, planning<br />

for facility operations (development <strong>of</strong> operating procedures and training program), program<br />

development activities, waste management planning (development <strong>of</strong> waste compliance plans),<br />

interface management, and use <strong>of</strong> the Smart Plant foundation database. <strong>The</strong> LANL will continue<br />

Demonstration and Testing (D&T) preparations for hot testing <strong>of</strong> the hydride/dehydride furnace.<br />

In <strong>FY</strong> 2010, funding <strong>of</strong> $58,780,000 was provided within the Weapons Activities appropriation,<br />

RTBF for PDCF.<br />

• Plutonium Disposition Integration<br />

This funding supports the integration <strong>of</strong> the MOX, WSB and pit disassembly activities to ensure<br />

that the three projects are managed in an integrated manner to accomplish the <strong>Department</strong>’s<br />

plutonium disposition objective in a safe, secure, and environmentally sound manner. This<br />

includes the development <strong>of</strong> an integrated program plan and schedule and programmatic risk<br />

analyses to assess and manage risk and uncertainty within the program. Funds also support<br />

development and maintenance <strong>of</strong> infrastructure activities (such as road maintenance, power substation<br />

maintenance, fire protection etc.) that are required to support the three interrelated<br />

projects, previously funded under Supporting Activities.<br />

U.S. Uranium Disposition 34,691 25,985 26,435<br />

This funding supports the disposition <strong>of</strong> surplus U.S. HEU by down-blending it to LEU. Four<br />

separate disposition activities are on-going and additional projects are being planned as HEU<br />

becomes available from planned weapon dismantlements. <strong>FY</strong> <strong>2012</strong> activities include:<br />

• TVA HEU Down-blending Project: Continue down-blending <strong>of</strong> 0.9 MT <strong>of</strong> <strong>of</strong>f-spec HEU at<br />

SRS. Seven (7) MT <strong>of</strong> derived LEU will be transferred to TVA under the existing DOE-TVA<br />

Interagency Agreement.<br />

• Research Reactor Fuel Project: Continue down-blending <strong>of</strong> HEU to LEU for use as fuel for<br />

foreign research reactors as part <strong>of</strong> the Reduced Enrichment for Research and Test Reactors<br />

program.<br />
