or nuclear materials in the U.S. or abroad. Moreover, LLNL supports the National Technical Nuclear<br />

Forensics (NTNF) and Render Safe programs, which will continue through the planning period. In<br />

addition, LLNL provides research and support to the Office <strong>of</strong> Emergency Operations with unique<br />

expertise in supporting the Nuclear Counterterrorism program as well as operation <strong>of</strong> the National<br />

Atmospheric Release Advisory Center (NARAC). This facility provides tools and services for<br />

atmospheric plume predictions to the federal government, that map the probable spread <strong>of</strong> hazardous<br />

material accidentally or intentionally released into the atmosphere.<br />

Facilities and Infrastructure Recapitalization Program (FIRP)<br />

In <strong>FY</strong> <strong>2012</strong>, FIRP provides for the recapitalization <strong>of</strong> aging facilities and infrastructure at the LLNL to<br />

assure that the quality <strong>of</strong> the infrastructure keeps pace with the Laboratory’s scientific mission<br />

requirements. <strong>The</strong> FIRP funds have stabilized LLNL’s deferred maintenance to a level consistent with<br />

industry standards.<br />

In <strong>FY</strong> <strong>2012</strong>, the recapitalization component <strong>of</strong> FIRP will continue to fund high-priority projects that<br />

restore and rehabilitate mission critical facilities and infrastructure, through the reduction <strong>of</strong> deferred<br />

maintenance, which will support modernization <strong>of</strong> the nuclear security enterprise. Projects in <strong>FY</strong> <strong>2012</strong><br />

will continue to rehabilitate or replace aged and deteriorated equipment and ro<strong>of</strong>s. Specific focus will<br />

be on the replacement and upgrades <strong>of</strong> Heating, Ventilation and Air Conditioning (HVAC) systems, and<br />

low voltage electrical components. Mission critical buildings will be rehabilitated for adaptive reuse<br />

through the replacement <strong>of</strong> lighting, paint, carpet and tiles, in addition to the HVAC and electrical<br />

upgrades. High-voltage electrical distribution cables and components will be replaced and reconfigured<br />

to support changing demands in the East and Central portion <strong>of</strong> the laboratory. In addition to the<br />

execution <strong>of</strong> Recapitalization projects, the <strong>FY</strong> <strong>2012</strong> Budget Request includes planning for the <strong>FY</strong> 2013<br />

Recapitalization projects and general replacement/upgrades such as motor control centers, transformers,<br />

sectionalizing switches, panel boards, heat pumps, fans and generators in mission critical facilities. <strong>The</strong><br />

Laboratory will continue its participation in the nuclear security enterprise Ro<strong>of</strong> Asset Management<br />

Program (RAMP).<br />

Site Stewardship<br />

In <strong>FY</strong> <strong>2012</strong>, Site Stewardship efforts will be directed toward Environmental Projects and Operations<br />

Long Term Stewardship (LTS) activities required for ensuring environmental regulatory compliance;<br />

reducing and consolidating Special Nuclear Material (SNM) inventories; and <strong>Energy</strong> Modernization and<br />

Investment Program activities aimed at achieving <strong>Department</strong>al energy efficiency goals. <strong>The</strong> LTS<br />

activities at LLNL are post-remediation activities to assure regulatory compliance and continued<br />

protection <strong>of</strong> public health and the environment. <strong>The</strong> LTS activities began at LLNL-Main Site in<br />

<strong>FY</strong> 2007 and in <strong>FY</strong> 2009 at LLNL-Site 300 after the completion <strong>of</strong> legacy environmental cleanup<br />

activities. In <strong>FY</strong> <strong>2012</strong>, LTS activities include, but are not limited to program management, operation<br />

and maintenance <strong>of</strong> contaminated ground water treatment systems; inspection and maintenance <strong>of</strong><br />

landfill caps (Site 300 only); soil vapor and groundwater monitoring, well field operations and<br />

maintenance and modeling; and access controls. Also, included are funds to complete the Resource<br />

Conservation and Recovery Act (RCRA) mandated closure <strong>of</strong> Building 419.<br />

Nuclear Materials Integration (NMI) efforts will continue to remove all security category I/II materials<br />

from LLNL by the end <strong>of</strong> <strong>FY</strong> <strong>2012</strong>. By the end <strong>of</strong> <strong>FY</strong> 2011, more than 90 percent <strong>of</strong> the material will<br />

have been processed, packaged and shipped <strong>of</strong>f site.<br />
