subprogram under Site Stewardship will also be supported by having the requisite facilities available<br />

so they can execute their responsibility. Storage activities will be supported by DSW when the<br />

scope exceeds the base capability provided by the Storage program.<br />

• At Pantex, activities include long-term storage <strong>of</strong> special nuclear materials, which involves<br />

planning, engineering, design, and start-up activities; processing and repackaging materials for<br />

safe storage; storage activities for the strategic reserve; national security inventory thermal<br />

monitoring and characterizations; disposition <strong>of</strong> legacy materials; and nuclear materials<br />

management, including planning, assessment, and forecasting nuclear material requirements.<br />

Pit Disassembly and Inspection Surveillance includes surveillance activities associated with pits<br />

in storage. Activities include weight and leak testing, visual inspections, and radiography.<br />

Improvements to surveillance <strong>of</strong> pits will be provided such as Low <strong>Energy</strong> Radiography;<br />

Acoustic Resonance Spectroscopy; a second Laser Gas Sampling System; High Resolution<br />

Computed Tomography; Non-Destructive Laser Gas Sampling; Dimensional Inspection; and<br />

the Pit Characterization Lab. Increases in non-nuclear material disposition activities at Pantex<br />

and increased capabilities to perform characterization activities on legacy components in<br />

storage are also supported, including the ultimate disposal <strong>of</strong> components currently backlogged<br />

in scrap status.<br />

• At Y-12, activities include the overall management and storage <strong>of</strong> uranium, lithium, and other<br />

nuclear and weapons materials, including the nation’s strategic reserve <strong>of</strong> HEU. In addition, the<br />

Y-12 Nuclear Materials Management, Storage, and Disposition program provides programmatic<br />

guidance and support <strong>of</strong> these materials and services throughout the nuclear security enterprise.<br />

<strong>The</strong> Storage program supports the loading, operating, and maintaining <strong>of</strong> HEUMF. This<br />

program also provides the long-term planning and analysis <strong>of</strong> materials required for the Y-12<br />

manufacturing strategy in support <strong>of</strong> the nuclear weapons stockpile.<br />

<strong>The</strong> RTBF Construction subprogram plays a critical role in revitalizing the nuclear weapons<br />

manufacturing and research and development infrastructure. Investments from this program will<br />

improve the responsiveness and/or utility <strong>of</strong> the infrastructure and its technology base. <strong>The</strong><br />

subprogram is focused on two primary objectives: (1) identification, planning, and prioritization <strong>of</strong><br />

the projects required to support the weapons programs, and (2) development and execution <strong>of</strong> these<br />

projects within approved cost and schedule baselines.<br />

<strong>The</strong> RTBF Construction budget request increases the funding for the CMRR Facility and Uranium<br />

Processing Facility (UPF). <strong>The</strong> high priority <strong>of</strong> both projects was highlighted in the Nuclear Posture<br />

Review.<br />

<strong>The</strong> CMRR Facility at LANL will relocate and consolidate mission-critical analytical chemistry,<br />

material characterization, and actinide research and development activities that directly support<br />

Stockpile Stewardship and other programs. Construction <strong>of</strong> the Radiological<br />
