security program, and an alignment <strong>of</strong> the program with the NNSA and <strong>Department</strong>al strategic plans and<br />

relevant plans <strong>of</strong> the CIO.<br />

<strong>The</strong> Y-12 cyber security program will ensure preventive maintenance measures for cyber security within<br />

the Y-12 computing infrastructure. Also, Y-12 will establish a risk program to address the<br />

implementation <strong>of</strong> wireless technologies site-wide. <strong>The</strong> Y-12 National Security Complex will<br />

implement cyber protection measures consistent with national protection requirements.<br />

Nonproliferation and Verification Research and Development<br />

<strong>The</strong> Y-12 program supports the Nonproliferation R&D Simulation, Algorithm, and Modeling team<br />

effort with assessment support. Additionally, the Y-12 program supports advanced materials analysis<br />

and enrichment studies.<br />

Fissile Materials Disposition (FMD)<br />

<strong>The</strong> Y-12 FMD program supports disposition activities through the HEU Disposition Program Office. <strong>The</strong><br />

program also provides form conversions and packaging <strong>of</strong> surplus HEU for shipment to down-blending<br />

contractors. <strong>The</strong> FMD program provides for planning and implementation <strong>of</strong> HEU disposition activities,<br />

which include blending and transfer <strong>of</strong> <strong>of</strong>f-specification materials to the Tennessee Valley Authority,<br />

transfer <strong>of</strong> materials to Nuclear Fuel Services for down-blending associated with the Reliable Fuel<br />

Supply initiative, MOX LEU Backup Inventory Project and the Research Reactor Sales Project, tracking<br />

and evaluation <strong>of</strong> surplus HEU inventories, and planning for disposition <strong>of</strong> unallocated surplus HEU<br />

material. <strong>The</strong> FMD program supports planning and implementing the disposition program in areas <strong>of</strong><br />

strategic and tactical planning, oversight, technical analyses, regulatory coordination, business<br />

development and marketing, and coordination <strong>of</strong> interfaces among key participants and stakeholders.<br />

<strong>The</strong> program also manages the design, certification, and procurement <strong>of</strong> shipping containers for surplus<br />

HEU and plutonium.<br />

Global Threat Reduction Initiative (GTRI)<br />

In <strong>FY</strong> <strong>2012</strong>, the Y-12 National Security Complex will provide significant technical, scientific, and<br />

management expertise to the three key subprograms <strong>of</strong> GTRI–Convert, Remove, and Protect–supporting<br />

the comprehensive GTRI approach to achieving its mission to reduce and protect vulnerable nuclear and<br />

radiological material worldwide, and denying terrorists access to nuclear and radiological materials that<br />

could be used in weapons <strong>of</strong> mass destruction or other acts <strong>of</strong> terrorism. <strong>The</strong> Highly Enriched Uranium<br />

(HEU) Reactor Conversion subprogram supports the conversion or verified shutdown <strong>of</strong> domestic and<br />

international civilian research reactors and isotope production facilities from HEU to Low Enriched<br />

Uranium. <strong>The</strong> Nuclear and Radiological Material Removal subprogram supports the removal and<br />

disposal <strong>of</strong> excess, vulnerable nuclear and radiological materials from civilian sites worldwide. <strong>The</strong><br />

Nuclear and Radiological Material Protection subprogram supports the securing <strong>of</strong> international and<br />

domestic buildings containing high priority nuclear and radiological materials worldwide from theft and<br />

sabotage.<br />
