implemented. This subprogram includes:<br />

Liquid-Metal Fast Breeder Reactor (BN-350) nuclear material protection. This activity provides<br />

safe and secure long-term storage <strong>of</strong> approximately 3,000 kilograms <strong>of</strong> weapon-grade plutonium and<br />

10,000 kilograms <strong>of</strong> HEU in spent fuel from the shutdown BN-350 fast breeder reactor in<br />

Kazakhstan.<br />

International material protection. This activity works in cooperation with foreign counterparts and<br />

international agencies to install security upgrades at buildings containing high-priority, vulnerable<br />

nuclear and radiological materials located at civilian sites outside the United States.<br />

Domestic material protection. This activity works in cooperation with Federal, State, and local<br />

agencies, and private industry to install security upgrades at buildings containing high-priority<br />

nuclear and radiological materials located at civilian sites in the United States.<br />

Annual Performance Results and Targets<br />

<strong>The</strong> <strong>Department</strong> is in the process <strong>of</strong> updating its strategic plan, and has been actively engaging<br />

stakeholders including Congress. <strong>The</strong> draft strategic plan is being released for public comment<br />

concurrent with this budget submission, with the expectation <strong>of</strong> <strong>of</strong>ficial publication this spring. <strong>The</strong><br />

draft plan and <strong>FY</strong> <strong>2012</strong> budget are consistent and aligned. Updated measures will be released at a later<br />

date and available at the following link http://www.mbe.doe.gov/budget/12budget/index.htm.<br />

<strong>FY</strong> 2010 Accomplishments<br />

Through September 2010, GTRI has accelerated threat reduction efforts by: 1) converting or verifying<br />

the shutdown <strong>of</strong> a cumulative 72 research reactors from use <strong>of</strong> HEU fuel to LEU fuel; 2) removing a<br />

cumulative 2,852 kilograms <strong>of</strong> HEU and plutonium, enough material to make more than 110 nuclear<br />

bombs; 3) removing a cumulative 26,172 excess and unwanted radiological sources in the United States,<br />

containing more than 780,000 curies; and 4) protecting a cumulative 971 nuclear and radiological<br />

buildings worldwide with vulnerable high-priority nuclear and radiological materials.<br />

Major Outyear Priorities and Assumptions<br />

<strong>The</strong> outyear projections for the GTRI program total $2,535,278,000 (<strong>FY</strong> 2013 – <strong>FY</strong> 2016). GTRI plays<br />

a key role in support <strong>of</strong> the international effort the President announced in Prague on April 5, 2009 to<br />

secure all vulnerable nuclear material around the world within four years, which was further<br />

strengthened in the July 2009 Joint Statement resulting from the Moscow Summit, the September 2009<br />

UNSC Resolution 1887 and the April 2010 Nuclear Security Summit. GTRI has worked in<br />

118 countries around the world to implement nuclear and radiological threat reduction in line with this<br />

goal. By the end <strong>of</strong> 2016, GTRI will have converted 129 (65 percent) <strong>of</strong> the 200 HEU reactors, removed<br />

4,801 kilograms vulnerable weapons-useable (100 percent) <strong>of</strong> the approximately 4,801 kilograms <strong>of</strong><br />

nuclear material at civilian sites, and protected 2,607 (31 percent) <strong>of</strong> the estimated 8,500 buildings with<br />

high-priority nuclear and radiological materials.<br />
