transportation assets to meet shipping requirements. Over the long-term, the STA will maintain the<br />

personnel and vehicle resources at sufficient levels to meet the NNSA and DOE shipping requirements<br />

with safe and secure transportation. Since its formal creation in 1974, the program has maintained its<br />

long legacy <strong>of</strong> no loss <strong>of</strong> cargo and no radiological release on any shipment. To support the future needs<br />

<strong>of</strong> the military, the stockpile, and other customers, the program is recapitalizing its transportation<br />

infrastructure, ensuring that a consistent and predictable capability is available throughout the decade.<br />

Benefits<br />

STA’s primary objective is to serve its customers through the provision <strong>of</strong> safe and secure shipments.<br />

Defense Programs remains the highest priority customer for STA, as these shipments are required to<br />

support and maintain the nuclear weapons in the national stockpile. <strong>The</strong> Stockpile Refurbishments, Life<br />

Extensions, various test programs, and nuclear weapon disassemblies depend on the movement <strong>of</strong><br />

material and weapons on schedule. STA’s ability to support the transportation requirements is critical to<br />

ensuring the recovery <strong>of</strong> schedule to advance surety technologies for weapons systems. In addition to<br />

this responsibility, the STA must also provide secure transport to support other NNSA programs<br />

including Naval Reactors, Defense Nuclear Nonproliferation and Nuclear Counterterrorism Incident<br />

Response. <strong>The</strong> STA program supports the <strong>Department</strong>al initiative to convert weapons-grade material to<br />

commercial reactor fuel (MOX) by transporting weapon pits and fuel rods. Other DOE programs<br />

including Nuclear <strong>Energy</strong> and Environmental Management are also supported. STA also supports other<br />

government programs, including the National Aeronautic and Space Administration, and is involved<br />

with the international shipments with Canada, United Kingdom, and France.<br />

A major priority in <strong>FY</strong> <strong>2012</strong> is the replacement <strong>of</strong> aging aviation assets. Two DC-9s and one C-9 have<br />

reached the end <strong>of</strong> their effective life-cycle. STA plans to acquire the final <strong>of</strong> the three 737-like aircraft<br />

in <strong>FY</strong> <strong>2012</strong>.<br />

Annual Performance Results and Targets<br />

<strong>The</strong> <strong>Department</strong> is in the process <strong>of</strong> updating its strategic plan, and has been actively engaging<br />

stakeholders including Congress. <strong>The</strong> draft strategic plan is being released for public comment<br />

concurrent with this budget submission, with the expectation <strong>of</strong> <strong>of</strong>ficial publication this spring. <strong>The</strong><br />

draft plan and <strong>FY</strong> <strong>2012</strong> budget are consistent and aligned. Updated measures will be released at a later<br />

<strong>FY</strong> 2010 Accomplishments<br />

• Safely and securely completed 100 percent <strong>of</strong> shipments without compromise/loss <strong>of</strong> nuclear<br />

weapons/components or a release <strong>of</strong> radioactive material;<br />

• Produced and put into operation 22 Support Vehicles (SVs);<br />

• Produced and put into operation 4 Escort Vehicle Heavy Chassis (EVHCs);<br />

• Refurbished 13 Safeguards Transporter (SGT) Trailers;<br />

• Completed one SGT annual systems test and documented results;<br />

• Maintained the Over-the-Road Documented Safety Analysis;<br />

• Conducted 1 Agent Candidate Training (ACT) class to maintain agent-end-strength;<br />

• Completed final OPUS design;<br />

• Revised the Site Safeguards Security Plan (SSSP), incorporating the Active Security Doctrine<br />

(ASD) and identifying the variances with the DOE Graded Security Protection Policy (GSP).<br />

• Fielded SIPRNET at each <strong>of</strong> the federal agent commands;<br />
