1. Significant Changes<br />

<strong>The</strong> most recent <strong>Department</strong> <strong>of</strong> <strong>Energy</strong> (DOE) Order 413.3B approved Critical Decision (CD) is CD-3,<br />

Start <strong>of</strong> Construction, and was approved on December 10, 2008 with a Total Project Cost (TPC) <strong>of</strong><br />

$344,455 and CD-4 <strong>of</strong> <strong>FY</strong> 2013.<br />

A Federal Project Director (FPD), certified at the appropriate level has been assigned to this project.<br />

This Project Data Sheet (PDS) is an update <strong>of</strong> the <strong>FY</strong> 2011 PDS. Significant changes include:<br />

<strong>The</strong> Balance <strong>of</strong> Plant (BOP) sub-contract for the second phase <strong>of</strong> construction was awarded in<br />

July 2009 for the amount <strong>of</strong> $91,500. Work scope for this contract includes facility construction, system<br />

testing, and turnover. Construction is scheduled to be complete in <strong>2012</strong>.<br />

<strong>The</strong> most significant project risk involves the early use <strong>of</strong> approximately one third <strong>of</strong> the total<br />

contingency ($20,000). <strong>The</strong> early use <strong>of</strong> such a significant portion <strong>of</strong> contingency reduces the level <strong>of</strong><br />

confidence <strong>of</strong> successful completion from 85 percent (at baseline) to approximately 50 percent, and will<br />

continue to affect the flexibility <strong>of</strong> the project team to address unforeseen changes for the duration <strong>of</strong> the<br />

project.<br />
