fissile material, and supports U.S. Government policy development and implementation for<br />

potential future transparency initiatives and the following current treaties and agreements: New<br />

START, the Treaty <strong>of</strong> Moscow, the Threshold Test Ban Treaty; Limited Test Ban Treaty, the<br />

CWC, and the PPRA. <strong>The</strong> WDT activity is responsible for all monitoring and policy aspects <strong>of</strong><br />

PPRA implementation, and works on behalf <strong>of</strong> the Secretary <strong>of</strong> <strong>Energy</strong> to fulfill DOE's<br />

responsibilities as the U.S. Government's Executive Agent for the Agreement. In addition, the<br />

WDT activity provides support to international organizations to develop an International<br />

Monitoring System for detecting nuclear explosions worldwide and serves as the DOE/NNSA<br />

focal point for implementation activities associated with the potential ratification and entryinto-force<br />

<strong>of</strong> the Comprehensive Nuclear-Test-Ban Treaty (CTBT).<br />

In <strong>FY</strong> <strong>2012</strong>, the WDT activities include the development and assessment <strong>of</strong> advanced technical<br />

concepts for warhead and fissile material transparency, monitoring and dismantlement<br />

verification to assure the technologies needed to protect our national interests, including those<br />

needed to verify arms control and nonproliferation agreements essential to our security, are<br />

developed.<br />

• Nuclear Noncompliance<br />

<strong>The</strong> Nuclear Noncompliance Verification (NNV) activity provides advanced technology<br />

applications to verify declared nuclear activities, detect undeclared nuclear materials and<br />

activities, and support the verifiable dismantlement <strong>of</strong> nuclear programs in countries <strong>of</strong><br />

proliferation concern. Subprogram activities are closely coordinated with the work <strong>of</strong> the<br />

NNSA Nonproliferation and Verification Research and Development program. Other speciallydesigned<br />

tools and technologies will also be developed to address unique proliferation threats.<br />

In <strong>FY</strong> <strong>2012</strong>, the NNV activity will complete the development <strong>of</strong> three verification tools,<br />

technologies, or analyses, and planning and readiness to support verifiable dismantlement <strong>of</strong><br />

nuclear programs in countries <strong>of</strong> proliferation concern.<br />

• HEU Transparency<br />

Implementation 0 0 21,645<br />

<strong>The</strong> HEU Transparency Implementation activity annually monitors the conversion <strong>of</strong> 30 metric<br />

tons (MT) <strong>of</strong> Russian HEU from dismantled nuclear weapons into low enriched uranium (LEU),<br />

to provide confidence that the LEU purchased under the 1993 HEU Purchase Agreement is<br />

derived from dismantled Russian nuclear weapons processed and eliminated from Russia’s<br />

weapons stockpile and used for peaceful purposes in the United States. Reciprocal transparency<br />

monitoring visits are conducted to ensure the nonproliferation objectives <strong>of</strong> the Agreement are<br />

met both in the Russian Federation and the United States. In <strong>FY</strong> <strong>2012</strong>, the HEU Transparency<br />

Implementation activity will complete 24 monitoring visits, monitor the conversion <strong>of</strong> 30 MT <strong>of</strong><br />
