efforts in policymaking and negotiations regarding various nonproliferation and arms control regimes.<br />

<strong>The</strong> LLNL program provides reviews <strong>of</strong> export controlled equipment, materials and s<strong>of</strong>tware, and<br />

foreign customers, and analytical tools and technical references for use in developing recommendations<br />

on U.S. export licensing applications, interdictions, international safeguards, physical protection,<br />

technology assessments, policy support and nonproliferation assessments, multilateral outreach through<br />

support efforts for policymaking and negotiations regarding various nonproliferation control regimes,<br />

and international cooperation, primarily in the Former Soviet Union but increasingly in transit states as<br />

well. <strong>The</strong> LLNL supports development <strong>of</strong> safeguards, tools and methodologies such as International<br />

Atomic <strong>Energy</strong> Agency (IAEA) environmental sampling and spent fuel monitoring techniques, as well<br />

as training to foreign nationals as needed. <strong>The</strong> program also provides technical support on nuclear<br />

safeguards, safety, and security to developing countries interested in nuclear power under the nuclear<br />

infrastructure development efforts. <strong>The</strong> program provides instructors, curriculum development and<br />

other support for export control outreach as well as analytical services in support <strong>of</strong> border security<br />

capacity building outreach efforts and technical assistance support for nuclear forensics engagement<br />

program. <strong>The</strong> LLNL further participates in projects that engage former weapons <strong>of</strong> mass destruction<br />

(WMD) scientists and engineers in civilian activity, redirecting their expertise to peaceful purposes and<br />

integrating them into the larger international scientific business communities.<br />

International Nuclear Materials Protection and Cooperation (INMP&C)<br />

<strong>The</strong> INMP&C program provides operational experience in civilian and defense nuclear material<br />

protection, control, and accounting (MPC&A) in combination with institutional expertise in nuclear<br />

energy, international and domestic safeguards, and the assessment <strong>of</strong> the proliferation impacts on U.S.<br />

national security <strong>of</strong> foreign nuclear energy programs. <strong>The</strong> LLNL provides security and engineering<br />

expertise in support <strong>of</strong> international MPC&A activities at several Russian Navy, Civilian, and Rosatom<br />

Weapons Complex sites. In <strong>FY</strong> <strong>2012</strong>, MPC&A will continue to support sustainability and infrastructure<br />

projects for Ministry <strong>of</strong> Defense, Rosatom, Rostekhnadzor, Ministry <strong>of</strong> Transportation, and the Russian<br />

Shipbuilding Agency with efforts in regulatory development and implementation and a national<br />

accounting system.<br />

Global Threat Reduction Initiative (GTRI)<br />

<strong>The</strong> LLNL provides significant technical, scientific, and management expertise to two <strong>of</strong> the three key<br />

subprograms <strong>of</strong> GTRI–Remove and Protect–supporting the comprehensive GTRI approach to achieving<br />

its mission to reduce and protect vulnerable nuclear and radiological material worldwide, and denying<br />

terrorists access to nuclear and radiological materials that could be used in weapons <strong>of</strong> mass destruction<br />

or other acts <strong>of</strong> terrorism. <strong>The</strong> Nuclear and Radiological Material Removal subprogram supports the<br />

removal and disposal <strong>of</strong> excess, vulnerable nuclear and radiological materials from civilian sites<br />

worldwide. <strong>The</strong> Nuclear and Radiological Material Protection subprogram supports the securing <strong>of</strong><br />

international and domestic buildings containing high priority nuclear and radiological materials<br />

worldwide from theft and sabotage.<br />
