Major Changes or Shifts: DOE efforts continue for the reactor plant design and development work in<br />

support <strong>of</strong> the OHIO-class replacement ballistic missile submarine replacement. This program began in<br />

<strong>FY</strong> 2010 and continues to ensure sufficient maturity <strong>of</strong> detailed design to support initial fabrication and<br />

procurement <strong>of</strong> long-lead nuclear components in <strong>FY</strong> 2017 and ship construction in <strong>FY</strong> 2019.<br />

INTRODUCTION:<br />

Site Description<br />

<strong>The</strong> Knolls Site in Niskayuna is situated on approximately 180 acres <strong>of</strong> land, while the Kesselring Site<br />

in West Milton, New York is situated on approximately 3,905 acres. <strong>The</strong> Knolls Atomic Power<br />

Laboratory (KAPL) field personnel also work at shipyards in New Hampshire, Connecticut, Virginia,<br />

Hawaii, Washington, and the Naval Reactors Facility Site in Idaho.<br />

<strong>The</strong> KAPL is a research and development laboratory operated by Bechtel Marine Propulsion<br />

Corporation for the Naval Nuclear Propulsion Program (Naval Reactors), a joint effort by the<br />

<strong>Department</strong> <strong>of</strong> the Navy and the <strong>Department</strong> <strong>of</strong> <strong>Energy</strong>. <strong>The</strong> Naval Reactors Laboratory Field Office<br />

oversees KAPL operations. <strong>The</strong> KAPL’s primary function is to support the U.S. Naval Nuclear<br />

Propulsion Program through the development <strong>of</strong> advanced reactor plant designs, while providing design<br />

agency support to the operating fleet and training nuclear propulsion plant operators. <strong>The</strong> Program<br />

ensures the safe operation <strong>of</strong> reactor plants in nuclear-powered submarines and aircraft carriers (which<br />

constitute 40 percent <strong>of</strong> the Navy’s combatants), and fulfills the Navy’s current and future national<br />

defense requirements for new nuclear propulsion plants.<br />
