support <strong>of</strong> treaty and agreement verification and monitoring and international nuclear safeguards.<br />

Annual Performance Results and Targets<br />

<strong>The</strong> <strong>Department</strong> is in the process <strong>of</strong> updating its strategic plan, and has been actively engaging<br />

stakeholders including Congress. <strong>The</strong> draft strategic plan is being released for public comment<br />

concurrent with this budget submission, with the expectation <strong>of</strong> <strong>of</strong>ficial publication this spring. <strong>The</strong><br />

draft plan and <strong>FY</strong> <strong>2012</strong> budget are consistent and aligned. Updated measures will be released at a later<br />

date and available at the following link http://www.mbe.doe.gov/budget/12budget/index.htm.<br />

<strong>FY</strong> 2010 Accomplishments<br />

Nuclear Safeguards and Security<br />

• Engaged 16 countries, as well as the Brazilian-Argentine Agency for Accounting and Control <strong>of</strong><br />

Nuclear Materials (ABACC) and EURATOM, on 94 ongoing projects related to strengthening the<br />

application <strong>of</strong> IAEA safeguards, developing the safeguards infrastructure to support nuclear power,<br />

and testing new safeguards technologies for use in the field;<br />

• Developed and released a s<strong>of</strong>tware tool to assist countries with Additional Protocol (AP) declarations,<br />

and provided AP training and assistance to Vietnam, Thailand, Iraq and Malaysia;<br />

• Hosted two regional infrastructure workshops for countries interested in pursuing nuclear power and<br />

established three new agreements for safeguards cooperation with United Arab Emirates (UAE),<br />

Malaysia and Kuwait;<br />

• Developed 10 new safeguards technologies to strengthen IAEA capabilities to verify declared nuclear<br />

facilities and detect undeclared nuclear material and activities;<br />

• Continued to lead U.S. Government efforts in the revision <strong>of</strong> International Atomic <strong>Energy</strong> Agency<br />

Information Circular (IAEA) INFCIRC/225, “<strong>The</strong> Physical Protection <strong>of</strong> Nuclear Materials and<br />

Facilities”;<br />

• Trained over 330 <strong>of</strong>ficials from 31 countries in IAEA physical protection practices and conducted<br />

bilateral physical protection assessments in four countries;<br />

• Provided key policy and technical support to the development, negotiation, and implementation <strong>of</strong><br />

nuclear security documents, including treaties and recommendations documents;<br />

• Recruited over 100 students for international safeguards internships at 9 National Laboratories,<br />

funded post-doctoral positions in international safeguards at 8 National Laboratories, and conducted<br />

6 summer courses on international safeguards for NGSI interns and students;<br />

• Initiated a Nuclear Nonproliferation International Safeguards Graduate Fellowship course to support<br />

6 graduate students in technical disciplines at eligible U.S. universities for 2-4 years <strong>of</strong> safeguardsrelated<br />

study, and<br />

• Completed a comprehensive staffing study assessing the anticipated human resource needs in the U.S.<br />

nuclear security enterprise to support international safeguards objectives over the next decades.<br />

Nuclear Controls<br />

• Reviewed approximately 3,000 foreign WMD/missile procurements for sanctionable activity or<br />

diplomatic/interdiction response;<br />

• Reviewed 6,900 export licenses/requests for proliferation risk, recommending denial <strong>of</strong> 240;<br />

• Brought on-line the Proliferation Trade Control Directory;<br />
