the CMRR project; infrastructure upgrades at TA-55, proposed safeguards and security upgrades; and<br />

two new waste management facilities for treatment <strong>of</strong> radiological liquid waste and processing <strong>of</strong><br />

transuranic solid waste. <strong>The</strong>se new and refurbished facilities provide a long-term, flexible infrastructure<br />

to support current and future plutonium missions.<br />

Nuclear Counterterrorism Incident Response (NCTIR)<br />

In <strong>FY</strong> <strong>2012</strong>, NCTIR activities at LANL will continue to assist in operating, exercising, and maintaining<br />

DOE’s capability to provide assistance to federal, state and local government agencies for responding to<br />

radiological accidents and incidents. <strong>The</strong> LANL deploys trained, qualified technical and pr<strong>of</strong>essional<br />

personnel and specialized equipment and provides research and development, training, exercises,<br />

operations, maintenance and required coordination with other federal agencies and foreign governments<br />

to effectively address current and projected threats. <strong>The</strong> LANL is an active participant in the NNSA<br />

Nuclear Emergency Support Team (NEST), which can respond to any type <strong>of</strong> emergency involving<br />

radioactive or nuclear materials in the U.S. or abroad.<br />

Support for the National Technical Nuclear Forensics (NTNF) and Render Safe programs will continue<br />

through the planning period. In addition, LANL will continue to provide research and support to the<br />

Office <strong>of</strong> Emergency Operations with unique expertise in supporting the Nuclear Counterterrorism<br />

program.<br />

Facilities and Infrastructure Recapitalization Program (FIRP)<br />

Recapitalization projects provide improvements to mission facilities and infrastructure that support<br />

modernization <strong>of</strong> the Enterprise. <strong>The</strong>se improvements are accomplished by reducing legacy deferred<br />

maintenance resulting in both improved worker safety and facility reliability. Mission facilities and<br />

infrastructure improvements directly support DP activities and priorities within Directed Stockpile Work<br />

and Stockpile Stewardship Campaigns.<br />

In <strong>FY</strong> <strong>2012</strong>, LANL plans upgrades to system reliability through correction <strong>of</strong> CMR, TA-53 and TA-55<br />

electrical fire alarm and mechanical system deficiencies and Rad Liquid Waste Collection Vault repairs.<br />

Further, LANL will also continue to participate in the nuclear security enterprise Ro<strong>of</strong> Asset<br />

Management Program (RAMP), achieving both improved operating cost efficiencies and life extension<br />

<strong>of</strong> LANL’s ro<strong>of</strong>ing assets.<br />

Site Stewardship<br />

In <strong>FY</strong> <strong>2012</strong>, Site Stewardship efforts will be directed toward reducing/consolidating Special Nuclear<br />

Material (SNM) inventories and <strong>Energy</strong> Modernization and Investment Program activities aimed at<br />

achieving <strong>Department</strong>al energy efficiency goals. <strong>The</strong> <strong>FY</strong> <strong>2012</strong> EMIP activities support priority energy<br />

conservation projects that will reduce energy consumption, enhance energy independence and security<br />

and provide life-cycle cost effective benefits. Projects that provide the most significant contribution<br />

towards achievement <strong>of</strong> NNSA’s energy goals and result in cost avoidance/savings and social benefits<br />

will be selected from the EMIP Integrated Prioritized Project List (IPPL) for execution.<br />

Defense Nuclear Security<br />

<strong>The</strong> Defense Nuclear Security program at LANL provides laboratory protection measures consistent<br />

with requirements documented in its Site Safeguards and Security Plan (SSSP). During <strong>FY</strong> <strong>2012</strong>, the<br />

laboratory will continue the Nuclear Materials Safeguards and Security Upgrade Project (NMSSUP)<br />

Phase II to upgrade access control systems begun in <strong>FY</strong> 2005. Furthermore, LANL will continue to<br />
