safety studies and safety engineering for the Safety Basis, Nuclear Explosive Safety, and over-the-road<br />

safety issues. (4) Maintains the NNSA Emergency Operations Center (EOC) in Albuquerque, NM, as<br />

well as trains and exercises the STA response capability. Funding supports the Emergency<br />

Management Program to include Federal Agent Incident Command System refresher and sustainment<br />

training.<br />

<strong>The</strong> focus in <strong>FY</strong> <strong>2012</strong> will be to operate the Transportation Safeguards System (TSS) within the safety<br />

and security licenses, based on the updated/upgraded Site Safeguards and Security Plan, and to<br />

maintain agent skills to meet the GSP requirements. <strong>The</strong> STA program will maintain the federal agent<br />

force, equipment and training tempo to meet GSP and workload requirements.<br />

Infrastructure and C5 Systems 24,399 23,681 25,997<br />

Infrastructure and C5 Systems provides support to the program goal <strong>of</strong> expanding, modernizing, and<br />

maintaining the physical platforms that the STA operates. This goal includes the following subelements:<br />

(1) Modernize and maintain classified command and control, communication, computer,<br />

and cyber (C5) systems activities to enhance required oversight <strong>of</strong> nuclear convoys. Funding supports<br />

operation <strong>of</strong> the Transportation Emergency Control Centers; communications maintenance; electronic<br />

systems depot maintenance; and the costs for operating relay stations in five states. (2) Expand,<br />

upgrade and maintain the STA facilities and equipment in support <strong>of</strong> federal agents and projected<br />

workload. Funding supports the utilities, maintenance, upgrades and required expansion projects for<br />

80 facilities and their respective equipment.<br />

<strong>The</strong> focus for <strong>FY</strong> <strong>2012</strong> is to modernize and maintain classified command and control communication,<br />

computer and cyber (C5) systems and upgrade and maintain the STA facilities and equipment. <strong>The</strong><br />

C5 modernization activities will provide secure end-to-end convoy communications beyond line <strong>of</strong><br />

sight including the integration <strong>of</strong> VHF, UHF, dual cellular and satellite communications.<br />

Program Management 13,196 14,326 11,375<br />

Program Management provides support to the program goal <strong>of</strong> creating a well-managed, responsive,<br />

and accountable organization by employing effective business practices. This goal includes the<br />

following: (1) Provide for corporate functions including validation <strong>of</strong> the safety and security<br />

operations, technical document support and business operations that control, assist, and direct secure<br />

transport operations. This includes supplies, equipment and technical document production and<br />

regulation. (2) Assess, evaluate and improve work functions and processes. Funding supports quality<br />

studies, self-inspections, pr<strong>of</strong>essional development, routine STA intranet web support, configuration<br />

management, and business integration activities.<br />

<strong>The</strong> focus for <strong>FY</strong> <strong>2012</strong> is to provide for corporate functions and business operations that control, assist<br />

and direct secure transportation operations. <strong>The</strong> STA program will integrate the National Work<br />

Breakdown Structure foundation into existing project list in an effort to provide a consistent<br />
