<strong>The</strong> increase is primarily to provide funds to complete the Resource<br />

Conservation and Recovery Act (RCRA) mandated closure <strong>of</strong><br />

Building 419 at LLNL Livermore Site in <strong>FY</strong> <strong>2012</strong>. In addition, there<br />

are minor increases in compliance requirements at LLNL Site 300 and<br />

Pantex associated with respective Federal Facility Agreements. +3,017<br />

Nuclear Materials Integration<br />

<strong>The</strong> net decrease is consistent with program plans, and reflects a ramp<br />

down <strong>of</strong> activities at LLNL associated with the removal <strong>of</strong> security<br />

category I/II special nuclear material which is planned for completion<br />

by the end <strong>of</strong> <strong>FY</strong> <strong>2012</strong>; a planned decrease for the treatment and<br />

packaging <strong>of</strong> NNSA materials at the Idaho National Laboratory, a<br />

decrease in other inactive actinide programs, and an increase reflecting<br />

the transfer <strong>of</strong> funding for the Nuclear Materials Management and<br />

Safeguards System. -8,164<br />

<strong>Energy</strong> Modernization and Investment Program<br />

<strong>The</strong> increase provides funds to execute priority EMIP projects that will<br />

save on energy usage and cost, and contribute towards the<br />

achievement <strong>of</strong> NNSA's mandated sustainability and energy<br />

conservation goals and includes funding for a conceptual design report<br />

on alternative strategies that will satisfy the Mission Requirements for<br />

the proposed path forward on the NNSA Service Center Facility. +18,671<br />

Construction<br />

<strong>The</strong> SERF project is fully funded in <strong>FY</strong> 2011 and no additional funding is<br />

requested in <strong>FY</strong> <strong>2012</strong> for line item construction projects. -15,000<br />
