4. Project Description, Justification, and Scope<br />

Project Description<br />

<strong>The</strong> Uranium Processing Facility (UPF) is a major system acquisition that was selected in the Record <strong>of</strong><br />

Decision for the Complex Transformation Supplemental Programmatic Environmental Impact Statement<br />

to ensure the long-term viability, safety, and security <strong>of</strong> the Enriched Uranium (EU) capability at the<br />

Y-12 National Security Complex. <strong>The</strong> UPF will provide new facilities and equipment to consolidate all<br />

EU operations at Y-12 into a single, modern facility with state-<strong>of</strong>-the-art technologies and safeguards<br />

and security concepts and strategies. <strong>The</strong> goals and objectives <strong>of</strong> UPF are:<br />

Ensure the long-term capability and improve the reliability <strong>of</strong> EU operations through consolidation<br />

<strong>of</strong> facilities;<br />

Replace deteriorating, end-<strong>of</strong>-life facilities with a modern manufacturing facility;<br />

Significantly improve the health and safety posture for workers and the public by replacing<br />

administrative controls with engineered controls to manage the risks related to worker safety,<br />

criticality safety, fire protection, and environmental compliance;<br />

Accomplish essential upgrades to security at Y-12 necessary to carry out mission-critical activities<br />

and implement the Graded Security Protection Policy; and<br />

Allow the Y-12 site to accomplish a 90 percent reduction in its high-security footprint.<br />
