<strong>Department</strong> <strong>of</strong> <strong>Energy</strong> (DOE) Working Capital Fund (WCF) Support<br />

<strong>The</strong> DOE WCF Board has extended the policy for using program funding to finance WCF activities.<br />

NNSA programs will continue in <strong>FY</strong> <strong>2012</strong> to fund a pro rata share by Appropriation <strong>of</strong> certain DOE<br />

Working Capital Fund activities. <strong>FY</strong> <strong>2012</strong> projected NNSA program allocations are as follows:<br />

DOEnet ($237,000) for DOE telecommunications services; Financial Statement Audits ($4,188,000),<br />

previously budgeted by the DOE Office <strong>of</strong> Inspector General; Defense Contract Audit Agency (DCAA)<br />

Audits ($2,529,000) for procurement management; iManage ($3,679,000) for corporate systems that<br />

support the DOE accounting, finance, procurement and budgeting processes; and Financial Control<br />

Reporting Assessment ($1,396,000). <strong>The</strong> NNSA’s total contribution to the WCF from both Program<br />

and Program Direction funds for <strong>FY</strong> <strong>2012</strong> is projected at $38,268,000.<br />

<strong>The</strong> NNSA Weapons Activities appropriation projected allocation <strong>of</strong> the DOE Working Capital Fund for<br />

<strong>FY</strong> <strong>2012</strong> is $8,049,000.<br />

<strong>The</strong> <strong>Department</strong> has added $1,600,000 to Weapons Activities to support <strong>Department</strong>-wide efforts<br />

through the Working Capital Fund. <strong>The</strong>se resources will fund an update to the Funds Distribution<br />

System and budget planning and execution efforts.<br />

Historically Black Colleges and Universities (HBCU) Support<br />

<strong>The</strong> NNSA has an established program to target research opportunities for HBCU institutions to increase<br />

their participation in national security-related research and to train and recruit qualified HBCU graduates<br />

for employment within the nuclear security enterprise. <strong>The</strong> majority <strong>of</strong> the efforts directly support<br />

program activities, and programs funded in the Weapons Activities appropriation plan to fund research<br />

with the HBCU totaling up to approximately $6,000,000 in <strong>FY</strong> <strong>2012</strong>, in areas including engineering,<br />

material sciences, computational science, disaster modeling, and environmental sciences.<br />
