NNSA assesses limited life component exchanges for routine maintenance operations and LEPs on<br />

major components (i.e., nuclear explosive packages and arming, fuzing and firing components, etc).<br />

Both the limited life components and the LEPs rely on the Campaigns for technology maturation to<br />

enhance the systems with respect to such issues as safety and use control.<br />

Weapons Systems Cost Data<br />

A classified annex, containing the Selected Acquisition Report for the W76 LEP and, if approved,<br />

starting in <strong>FY</strong> <strong>2012</strong> the B61 LEP, supplements the Weapons Activities portion <strong>of</strong> the budget.<br />

Annual Performance Results and Targets<br />

<strong>The</strong> <strong>Department</strong> is in the process <strong>of</strong> updating its strategic plan, and has been actively engaging<br />

stakeholders including Congress. <strong>The</strong> draft strategic plan is being released for public comment<br />

concurrent with this budget submission, with the expectation <strong>of</strong> <strong>of</strong>ficial publication this spring. <strong>The</strong><br />

draft plan and <strong>FY</strong> <strong>2012</strong> budget are consistent and aligned. Updated measures will be released at a later<br />

date and available at the following link http://www.mbe.doe.gov/budget/12budget/index.htm.<br />

<strong>FY</strong> 2010 Accomplishments<br />

Life Extension Programs<br />

• Completed 120 percent <strong>of</strong> Pantex’s renegotiated production schedule <strong>of</strong> the W76-1/Mk4A weapon<br />

deliverables to the Navy for the Submarine Launched Ballistic Missiles (SLBM) and 100 percent <strong>of</strong><br />

negotiated weapon deliveries. <strong>The</strong> W76-1/Mk4A LEP features include new Arming, Fuzing &<br />

Firing Assembly; Cables; 2X Acorn Gas Transfer System (GTS) refurbished Primary and<br />

Secondary; and replacement <strong>of</strong> high explosives and detonators.<br />

• Executed the W76 LEP investments to reduce the risk <strong>of</strong> production delays. Specifically, certified<br />

an alternate material as risk mitigation for Fogbank production and replaced single point failure<br />

equipment at the production plants.<br />

Stockpile Systems (B61, W76, W78, W80, B83, W87, W88):<br />

• Delivered all scheduled LLCs (GTS reservoirs and neutron generators (NG)) and alteration kits to<br />

the DoD and Pantex to maintain the nuclear weapons stockpile.<br />

• Assessed, as part <strong>of</strong> the B61-12 life extension study, non-nuclear and nuclear options with Air Force<br />

to ensure sustainment <strong>of</strong> the extended deterrence mission.<br />

• Initiated nuclear technology development efforts and nuclear product realization teams for the<br />

B61-12 following approval <strong>of</strong> the full nuclear scope B61 life extension study reprogramming to<br />

ensure study completion remains on schedule.<br />

• Conducted surveillance program via data collection from flight tests, laboratory tests, and<br />

component evaluations sufficient to assess stockpile reliability without nuclear testing.<br />

• Completed all Annual Assessment Reports and Laboratory Director letters to the President<br />

• Participated in a DoD led Common Warhead Requirements Working Group/Joint Requirements<br />

Working Group for the W78 LEP including the possibility <strong>of</strong> also using the resulting warhead on<br />

SLBMs to reduce the number <strong>of</strong> warhead types.<br />

• Selected a common NG for the B61 and B83 that will reduce development, production, and<br />

maintenance costs.<br />

• Completed planned Phase Gate Reviews (detailed assessments which provide a logical progression<br />

<strong>of</strong> meeting technical and programmatic work requirements and document risk-informed decisions<br />

for W87 and B83 NG developments.<br />
