This decrease results from reallocation within the NCTIR program to accommodate<br />

overall program balance and the NCTIR mission within the available resources and<br />

the overall needed investment mix. <strong>The</strong> NCT base program will continue to ensure<br />

its mission <strong>of</strong> reducing the risks <strong>of</strong> potential INDs. <strong>The</strong> decrease in this subprogram<br />

element scales back the specialized R&D for technical analysis, equipment, and<br />

procedures necessary to maintain the Nation's capabilities for research on nonstockpile<br />

nuclear weapons designs; e.g., foreign proliferant designs, Improvised<br />

Nuclear Devices or Radiological Dispersal Devices and the associated large scale<br />

experiments as well as ensuring that we will be able to meet the expectations <strong>of</strong> DoD<br />

in our role for worldwide render safe support. -13,610<br />
