Russian HEU to LEU for a cumulative total <strong>of</strong> 462 MT downblended and verifiably eliminated,<br />

support a Russian monitoring visit to the United States, and continue to monitor and assess<br />

Russian transparency data.<br />

Nonproliferation Policy 0 0 12,417<br />

<strong>The</strong> Nonproliferation Policy (NP) subprogram develops and implements DOE/NNSA<br />

nonproliferation and arms control policy. <strong>The</strong> subprogram’s activities support implementation <strong>of</strong><br />

bilateral and multilateral, Presidential-directed or <strong>Congressional</strong>ly-mandated nonproliferation and<br />

international security requirements stemming from high-level nonproliferation initiatives,<br />

agreements and treaties. Specifically, the NP subprogram conducts policy and technical analysis on<br />

urgent national security issues, proliferation trends in regions and countries <strong>of</strong> concern, and options<br />

to strengthen international regimes and mechanisms for preventing proliferation; develops policy<br />

and provides program oversight on nonproliferation and international security issues; supports the<br />

development and negotiation <strong>of</strong> nuclear treaties and agreements; provides DOE/NNSA<br />

nonproliferation policy guidance on nuclear fuel cycle issues; and undertakes activities to improve<br />

and update multilateral nuclear supplier arrangements, and identify supplier vulnerabilities and<br />

potential gaps in supplier arrangements. <strong>The</strong> NP subprogram is responsible for the following<br />

elements: Global Regimes, Regional Engagement and Analysis, and Multilateral Supplier Policy.<br />

• Global Regimes 0 0 4,641<br />

<strong>The</strong> Global Regimes activity develops policy and provides program oversight on nuclear<br />

nonproliferation and international security issues and nuclear treaties and agreements, including<br />

support for issues pertaining to the NPT, multilateral regimes and groups, and the United<br />

Nations Conference on Disarmament. Issues include negotiations on a Fissile Material Cut-Off<br />

Treaty; the IAEA Technical Cooperation (TC) Program that facilitates access by IAEA Member<br />

States to the peaceful use <strong>of</strong> nuclear energy; bilateral Agreements for Cooperation in the<br />

Peaceful Uses <strong>of</strong> Nuclear <strong>Energy</strong> (under Atomic <strong>Energy</strong> Act Section 123); the Biological<br />

Weapons and Toxins Convention (BWC); and development <strong>of</strong> reliable nuclear fuel service<br />

concepts.<br />

In <strong>FY</strong> <strong>2012</strong>, the activity will provide statutorily-mandated technical assistance to negotiations<br />

supporting agreements for cooperation and their administrative arrangements represent<br />

DOE/NNSA in potential negotiations on a Fissile Material Cut-Off Treaty (FMCT) and lead the<br />

development <strong>of</strong> assured fuel supply concepts and activities. <strong>The</strong> activity will also support the<br />

development and implementation <strong>of</strong> a new framework for civil nuclear cooperation as called for<br />

by the President to reduce reliance on indigenous development <strong>of</strong> enrichment and reprocessing<br />

efforts by recipient states.<br />
