<strong>The</strong> decrease is attributable to the conclusion <strong>of</strong> the transition <strong>of</strong> SGT<br />

Refurbishment activities to New Mexico and the implementation <strong>of</strong> an economical<br />

and efficient flight operations program. Cost savings are projected as a result <strong>of</strong><br />

upgrading the aviation fleet and federalizing pilots. -4,369<br />

Security/Safety Capability<br />

<strong>The</strong> increase is associated with the following: 1) upgrades in the Emergency<br />

Operations Center required to maintain secure communications and interoperability<br />

between STA, HQ and emergency response organizations; 2) integration <strong>of</strong> training<br />

activities to enhance management and utilization <strong>of</strong> resources; 3) increased training<br />

activities and required equipment; and 4) maintenance <strong>of</strong> an effective Human<br />

Reliability Program for Federal Agents and staff. +5,260<br />

Infrastructure and C5 Systems<br />

<strong>The</strong> increase supports the design, engineering and fielding <strong>of</strong> a new Command,<br />

Control, Communication, Computer and Cyber (C5) System to replace the current<br />

Transportation Command and Control System (TCCS) which is reaching its end <strong>of</strong><br />

life. +2,316<br />

Program Management<br />

<strong>The</strong> decrease reflects a shift <strong>of</strong> funds in support <strong>of</strong> the C5 initiatives to replace aging<br />

systems and funds necessary for maintaining agent skill sets. -2,951<br />
