• Secondary Assessment Technology: <strong>The</strong> NNSS provides diagnostic development, calibration,<br />

fielding, and experiment data collection related to radiation flow studies performed by all three labs,<br />

including advances in optical, x-ray, and neutron detector development. In addition, NNSS provides<br />

National Institute <strong>of</strong> Standards and Technology-traceable calibration facilities for radiation-flow<br />

diagnostics needed for High <strong>Energy</strong> Density (HED) physics experiments.<br />

Readiness in Technical Base and Facilities (RTBF)<br />

<strong>The</strong> NNSS RTBF program provides the Stockpile Stewardship Program with the essential physical and<br />

operational infrastructure required to conduct the engineering, scientific, and technical activities <strong>of</strong> the<br />

Stockpile Stewardship Program. <strong>The</strong> objective <strong>of</strong> the NNSS RTBF program is to ensure the correct<br />

program-related facilities and activities are maintained in a mission capable state to allow experimental<br />

operations to occur in a safe, secure, reliable, and cost effective manner. At the NNSS, facilities and<br />

activities that are direct-funded are contained in two subprogram elements: Operations <strong>of</strong> Facilities and<br />

Program Readiness. <strong>The</strong> Operation <strong>of</strong> Facilities element includes the operation and maintenance <strong>of</strong> the<br />

following NNSA-owned programmatic facilities: Device Assembly Facility (DAF), U1A Complex,<br />

JASPER, Control Point Complex, High Explosive Facility, and the North Las Vegas Complex. <strong>The</strong><br />

Atlas Pulse Power Facility will continue to be maintained in a cold-standby condition. Activities<br />

supported under Program Readiness include logistical support to the National Laboratories; support to<br />

Other Federal Agencies; Environmental Compliance and Restoration with respect to Defense legacy<br />

issues, which includes the Borehole Management Program; and Equipment Revitalization. In <strong>FY</strong> <strong>2012</strong>,<br />

Program Readiness also supports the Test Readiness scope <strong>of</strong> work.<br />

Secure Transportation Asset<br />

<strong>The</strong> NNSS provides management, quality assurance, personnel training, and preventative and corrective<br />

maintenance services in support <strong>of</strong> the Maryland Relay Station. This facility is a vital part <strong>of</strong> the<br />

communications system dedicated to the tracking and safeguarding <strong>of</strong> STA shipments.<br />

Nuclear Counterterrorism Incident Response<br />

<strong>The</strong> NCTIR activities at NNSS include assisting in the operating, exercising, and maintaining DOE’s<br />

capability to provide assistance to federal, state and local government agencies for responding to<br />

radiological accidents and incidents as well as support assistance for any DOE or National emergency.<br />

Also, NNSS deploys trained, qualified technical and pr<strong>of</strong>essional personnel and specialized equipment<br />

and provides research and development, training, exercises, operations, maintenance and required<br />

coordination with other federal agencies and foreign governments to effectively address current and<br />

projected threats. Support for the National Technical Nuclear Forensics (NTNF) and Operations<br />

Support programs will continue through the planning period.<br />

Facilities and Infrastructure Recapitalization Program (FIRP)<br />

In <strong>FY</strong> <strong>2012</strong>, FIRP activities will emphasize mission facility and infrastructure projects to meet federal<br />

and state requirements. Specific to this year’s program are upgrading power distribution systems in<br />

Area 23 from 4.16kV to 12.47kV. <strong>The</strong>se improvements will provide more reliable power to mission<br />

critical facilities. <strong>The</strong> Nevada Site Office will also continue to participate in the nuclear security<br />

enterprise Ro<strong>of</strong> Asset Management Program (RAMP), achieving improved cost efficiencies and life<br />

extension <strong>of</strong> NNSS’s ro<strong>of</strong>ing assets.<br />
