Major Changes or Shifts: <strong>The</strong> <strong>FY</strong> <strong>2012</strong> request supports conceptual design, National Environmental<br />

Policy Act (NEPA) efforts, and construction <strong>of</strong> the Spent Nuclear Fuel Infrastructure Recapitalization<br />

program at the Naval Reactor Facility in Idaho. Manufacturing development and demonstration work,<br />

as well as development <strong>of</strong> new core technologies, <strong>of</strong> the reactor plant to be used in the land-based<br />

prototype refueling overhaul continue in <strong>FY</strong> <strong>2012</strong>.<br />

INTRODUCTION:<br />

Site Description<br />

<strong>The</strong> Bettis Atomic Power Laboratory is situated on nearly 202 acres <strong>of</strong> the former Bettis Airfield in<br />

West Mifflin, Pennsylvania, about 7.5 miles southeast <strong>of</strong> Pittsburgh, Pennsylvania.<br />

This research and development laboratory is operated by Bechtel Marine Propulsion Corporation for the<br />

Naval Nuclear Propulsion Program (Naval Reactors), in a joint effort by the <strong>Department</strong> <strong>of</strong> the Navy<br />

and the <strong>Department</strong> <strong>of</strong> <strong>Energy</strong> (DOE). <strong>The</strong> Naval Reactors Laboratory Field Office oversees Bettis<br />

operations. Bettis is primarily involved with the design, development, and operational flow <strong>of</strong> nuclear<br />

propulsion plants for naval vessels. <strong>The</strong> Program ensures the safe operation <strong>of</strong> reactor plants in nuclearpowered<br />

submarines and aircraft carriers (constituting 40 percent <strong>of</strong> the Navy’s combatants), and fulfills<br />

the Navy’s requirements for new nuclear propulsion plants that meet current and future national defense<br />

requirements. Initial efforts <strong>of</strong> the Bettis Laboratory led to the development <strong>of</strong> the power plant for the<br />

USS NAUTILUS (SSN 571), the world’s first nuclear-powered submarine.<br />
