<strong>The</strong> HEU Reactor Conversion subprogram supports the conversion <strong>of</strong> domestic and international<br />

civilian research reactors and isotope production facilities from HEU to LEU. <strong>The</strong>se efforts result in<br />

permanent threat reduction by minimizing and, to the extent possible, eliminating use <strong>of</strong> HEU in civilian<br />

applications. This includes working with Molybdenum-99 (Mo-99) producers to convert their existing<br />

operations to use LEU targets and developing new non-HEU-based Mo-99 production capabilities in the<br />

United States. <strong>The</strong> Convert subprogram is critical to GTRI’s mission because it removes the need for<br />

HEU at civilian sites. Once the need is eliminated, any remaining fresh and spent HEU fuel can be<br />

permanently disposed <strong>of</strong> by GTRI's Remove subprogram.<br />

<strong>The</strong> Nuclear and Radiological Material Removal subprogram supports the removal and disposal <strong>of</strong><br />

excess and vulnerable nuclear and radiological material from civilian sites worldwide. <strong>The</strong>se efforts<br />

result in permanent threat reduction by eliminating nuclear and radiological materials that terrorists<br />

could acquire. <strong>The</strong> Remove subprogram is key to the GTRI mission because each kilogram or curie <strong>of</strong><br />

this dangerous material that is removed reduces the risk <strong>of</strong> a terrorist bomb. This subprogram includes:<br />

Russian-origin nuclear material removal. This activity supports the removal and disposal <strong>of</strong><br />

Russian-origin nuclear material from research reactors worldwide.<br />

U.S.-origin nuclear material removal. This activity supports the removal and disposal <strong>of</strong> U.S.-origin<br />

HEU and LEU from Training, Research, Isotopes, General Atomics (TRIGA) and Materials Test<br />

Reactor (MTR) research reactors. U.S. origin fuel will be returned to the United States until 2019 as<br />

an incentive for reactor conversion.<br />

Gap nuclear material removal. This activity supports the removal and disposal <strong>of</strong> vulnerable, highrisk<br />

nuclear materials that are not covered under the Russian-origin and U.S.-origin nuclear removal<br />

activities. This includes U.S.-origin HEU other than TRIGA and MTR fuel; HEU <strong>of</strong> non-U.S. and<br />

non-Russian-origin; and separated plutonium.<br />

Emerging threats nuclear material removal. This activity develops the capability to rapidly<br />

denuclearize a country ensuring that when opportunities present themselves, such as Libya in 2004,<br />

the U.S. is able to respond quickly. This includes in-country stabilization, packaging, and removal<br />

<strong>of</strong> nuclear materials through the deployment <strong>of</strong> self-sufficient, trained rapid response teams and<br />

mobile facilities.<br />

International radiological material removal. This activity supports the removal and disposal <strong>of</strong><br />

excess or abandoned radiological material in other countries. This includes Russian radioisotopic<br />

thermoelectric generators (RTGs), U.S.-origin sealed sources in other countries, and other orphaned<br />

radiological materials.<br />

Domestic radiological material removal. This activity supports the removal and disposal <strong>of</strong> domestic<br />

radiological materials by working in cooperation with Federal, State, and local agencies, and private<br />

industry to recover and permanently dispose <strong>of</strong> excess radiological sources in the United States.<br />

<strong>The</strong> Nuclear and Radiological Material Protection subprogram supports the securing <strong>of</strong> high priority<br />

nuclear and radiological material worldwide from theft and sabotage. <strong>The</strong>se efforts result in threat<br />

reduction by improving security <strong>of</strong> bomb material remaining at civilian sites. <strong>The</strong> Protect subprogram is<br />
