Physical Security Systems 74,000 73,794 107,636<br />

Physical Security Systems provide intrusion detection and assessment capabilities, access<br />

controls, and performance testing and maintenance <strong>of</strong> security systems according to the<br />

approved site performance testing plan.<br />

In <strong>FY</strong> <strong>2012</strong>, the request supports a multi-year modernization reinvestment strategy, guided<br />

by the <strong>Congressional</strong>ly mandated Physical Security Technology Management Plan<br />

(PSTMP). This strategy will fund life-cycle replacement initiatives as well as installation<br />

<strong>of</strong> state-<strong>of</strong>-the-art access control, alarm detection and assessment, and other technologies<br />

needed to support the NNSA national security mission.<br />

Information Security 25,300 25,943 30,117<br />

<strong>The</strong> Information Protection element <strong>of</strong> the budget includes program management and<br />

administration, and maintenance costs associated with: protection and control, planning,<br />

training, administrative requirements for maintaining security containers and combination,<br />

marking, control systems, operations security, special access programs, technical<br />

surveillance countermeasures (TSCM), and classification and declassification.<br />

In <strong>FY</strong> <strong>2012</strong>, the request supports continued reviews and controls at Headquarters and field<br />

sites <strong>of</strong> classified and sensitive information, to ensure proper document marking, storage<br />

and protection <strong>of</strong> information.<br />

Personnel Security 30,600 30,913 37,285<br />

Personnel Security encompasses the administrative support to the site clearance process,<br />

including processes for security clearance determinations at each site to ensure that<br />

individuals are eligible for access to classified information or matter and/or access to or<br />

control over special nuclear material or nuclear weapons.<br />

In <strong>FY</strong> <strong>2012</strong>, the request continues this effort, and supports the Human Reliability Program,<br />

Control <strong>of</strong> Classified Visits, Security Awareness Programs, and processing <strong>of</strong> unclassified<br />

visits and assignments by foreign nationals. <strong>The</strong>se funds are not used to support the cost <strong>of</strong><br />

security clearance investigations by the FBI or OPM. Costs for these activities are borne by<br />

the Office <strong>of</strong> Health, Safety and Security for HQ employees or by the requesting entity for<br />

M&O clearances.<br />
