organizations’ capacity so that they can effectively absorb INECP or other NNSA and USG<br />

border-security focused assistance. This initiative subsumes the former Cooperative Border<br />

Security Program, now incorporated as an element <strong>of</strong> INECP.<br />

• Global Initiatives for<br />

Proliferation Prevention 0 0 18,472<br />

<strong>The</strong> Global Initiatives for Proliferation Prevention (GIPP) activity advances global<br />

nonproliferation efforts by helping to impede transfers <strong>of</strong> weapons <strong>of</strong> mass destruction expertise<br />

and know-how to terrorist organizations and rogue states by working with former WMD<br />

scientists and technical personnel in non-weapons related activities aimed at advancing security<br />

and nonproliferation objectives.<br />

In <strong>FY</strong> <strong>2012</strong>, GIPP will continue to exclusively focus on high priority institutes in line with an<br />

interagency risk assessment. In Russia, new work will focus on technologies that support global<br />

security and nonproliferation and cost-share activities will be emphasized where possible. GIPP<br />

will increase the level <strong>of</strong> activity in the rest <strong>of</strong> the former Soviet Union and will continue<br />

activities in Iraq based on assessed risk.<br />

• Confidence Building<br />

Measures 0 0 1,922<br />

<strong>The</strong> Confidence-Building Measures (CBM) activity promotes international technical<br />

collaboration in regions <strong>of</strong> proliferation concern. <strong>The</strong> activity currently promotes international<br />

cooperation on nonproliferation nuclear forensics and seismic monitoring cooperation in the<br />

Middle East.<br />

In <strong>FY</strong> <strong>2012</strong>, CBM will support a number <strong>of</strong> seismology collaborations in the Middle East, such<br />

as assisting in the sustainment and operation <strong>of</strong> the Comprehensive Nuclear Test Ban Treaty<br />

(CTBT) International Monitoring System. <strong>The</strong> activity also will strengthen its support <strong>of</strong><br />

regional centers <strong>of</strong> nonproliferation excellence to promote regional capacity-building and foster<br />

sustainability <strong>of</strong> assistance efforts. In particular, CBM will manage the Cooperative Monitoring<br />

Center in Amman, Jordan.<br />

• Export Control Review and<br />

Compliance 0 0 10,631<br />

<strong>The</strong> Export Control Review and Compliance activity has a statutory requirement to support<br />

domestic export licensing operations. This includes reviewing and providing advice on U.S.<br />

export license applications for dual-use items and munitions that could have uses in the<br />

development <strong>of</strong> nuclear, chemical, and biological weapons and their delivery systems. <strong>The</strong><br />

activity maintains the Proliferation Information Network System (PINS), an automated, widearea,<br />

classified system for the review and evaluation <strong>of</strong> export requests and technology transfers<br />

to foreign nationals and operates and maintains a state-<strong>of</strong>-the-art Nuclear Suppliers Group<br />
