This definition of military objective may be viewed as a way of evaluating whethermilitary necessity exists to attack an object. 145 It may also be applied outside the context ofconducting attacks to assess whether the seizure or destruction of an object is justified bymilitary necessity. 1465.7.4 Objects Categorically Recognized as Military Objectives. Two types of objects arecategorically recognized as military objectives. In other words, the definition of militaryobjective is always considered to be met as a matter of law with regard to these objects. Thus,these objects may be made the object of attack without specifically applying the analysisdiscussed in § 5.7.5 (Definition of Military Objective for Objects: A Two-Part Test).5.7.4.1 Military Equipment and Bases. First, certain objects belonging to thearmed forces and used in military operations are recognized as military objectives. 147 Thisincludes:• Military ground, air, and naval equipment (other than identifiable medical equipment ortransport), 148 including vehicles, ships, weapons, munitions, and supplies, such aso strategic and tactical integrated air defense systems;o missile launching equipment and positions; ando command and control equipment.• Military bases, such as army, air, and naval bases (other than military medical facilities,POW camps, and civilian internee camps), whether used for training, billeting, or staging,or offensive or defensive purposes, such aso headquarters or command and control facilities;o defense ministries; andconstitute a definite military advantage to the attacker under the circumstances at the time of an attack.”).
