isk education programs. 4656.20.4 Protecting, as Far as Feasible, Humanitarian Missions and Organizations From theEffects of Explosive Remnants of War. Each Party to the CCW Protocol V on ExplosiveRemnants of War and party to an armed conflict shall protect, as far as feasible, from the effectsof explosive remnants of war, humanitarian missions and organizations that are or will beoperating in the area under the control of the Party to the CCW Protocol V on ExplosiveRemnants of War or party to an armed conflict and with that party’s consent. 466In addition, each Party to the CCW Protocol V on Explosive Remnants of War and partyto an armed conflict shall, upon request by such a humanitarian mission or organization, provide,as far as feasible, information on the location of all explosive remnants of war that it is aware ofin territory where the requesting humanitarian mission or organization will operate or isoperating. 467 Other treaties or certain U.N. Security Council resolutions may provide a higherlevel of additional protection. 4686.20.5 Obligations Under the CCW Protocol V on Explosive Remnants of War That AreTriggered by the Cessation of Active Hostilities. Certain obligations under the CCW Protocol Von Explosive Remnants of War are triggered by the cessation of active hostilities. Theseobligations include those obligations addressed in:• § 6.20.6 (Making Available Information on Used or Abandoned Explosive OrdnanceThat May Have Become Explosive Remnants of War);• § 6.20.7 (Clearance, Removal, or Destruction of Explosive Remnants of War FromTerritory Under a Party’s Control); and• § 6.20.8 (Providing Assistance to Facilitate the Removal of Explosive Remnants of WarFrom a Party’s Military Operations in Areas Outside Its Control).The determination that active hostilities have ceased for the purposes of triggering theseobligations would be made at the national level.465 TECHNICAL ANNEX TO CCW PROTOCOL V ON EXPLOSIVE REMNANTS OF WAR part 2(j) (“An appropriate structureshould be put in place with responsibility for the monitoring and maintenance of permanent and temporary markingsystems, integrated with national and local risk education programmes.”).466 CCW PROTOCOL V ON EXPLOSIVE REMNANTS OF WAR art. 6(1) (“Each High Contracting Party and party to anarmed conflict shall: (a) Protect, as far as feasible, from the effects of explosive remnants of war, humanitarianmissions and organizations that are or will be operating in the area under the control of the High Contracting Partyor party to an armed conflict and with that party’s consent.”).467 CCW PROTOCOL V ON EXPLOSIVE REMNANTS OF WAR art. 6(1) (“Each High Contracting Party and party to anarmed conflict shall: … (b) Upon request by such a humanitarian mission or organization, provide, as far asfeasible, information on the location of all explosive remnants of war that it is aware of in territory where therequesting humanitarian mission or organization will operate or is operating.”).468 CCW PROTOCOL V ON EXPLOSIVE REMNANTS OF WAR art. 6(2) (“The provisions of this Article are withoutprejudice to existing International Humanitarian Law or other international instruments as applicable or decisions bythe Security Council of the United Nations which provide for a higher level of protection.”).404
