Additional restrictions are applicable with respect to POWs, retained personnel, protectedpersons in the home territory of a belligerent, and protected persons in occupied territory. 7375.27.1 Compel. This prohibition applies to attempts to compel enemy nationals, ratherthan measures short of compulsion, such as bribing enemy nationals or seeking to influence themthrough propaganda. 738 However, it is specifically prohibited for an Occupying Power to usepropaganda that aims at securing voluntary enlistment of protected persons in its armed orauxiliary forces. 7395.27.2 Nationals of a Hostile Party … Against Their Own Country.
