• to establish safe-conduct protections for certain persons or property under the 1949Geneva Conventions; 15 and• to conclude special agreements applicable to a non-international armed conflict to bringinto effect treaty provisions that would normally only apply during international armedconflict. 1612.1.2.2 Non-Hostile Relations to Facilitate the Restoration of Peace.
