DoD policies andregulations regarding the treatment of internees provide authoritative guidance for DoDpersonnel and fill an important role in implementing the complex requirements of the GC. 16Practitioners are advised to consult all applicable policies and regulations, as these, in manycases, exceed the requirements of the GC, U.S. statutes, and Executive Orders.10.2 NATIONAL-LEVEL GC IMPLEMENTATION MEASURESThe GC requires a number of measures at the national level to facilitate protection forprotected persons.10.2.1 Appointment or Establishment of Entities. The GC provides for certain bodies orentities to be appointed or established.10.2.1.1 Appointment of a Protecting Power. The GC contemplates that aProtecting Power has been appointed to assist in the implementation of the GC. 17 A ProtectingPower has a variety of roles under the GC related to the protection of protected persons. 1810.2.1.2 Establishment of a National Protected Person Information Bureau. ANational Protected Person Information Bureau shall be established by each of the parties to theconflict. 1910.2.1.3 Establishment of a Central Information Agency for Protected Persons. ACentral Information Agency for protected persons shall be established in a neutral country. 2010.2.2 Notification of Certain Laws or Policies Between Belligerents. Parties to aconflict must notify opposing belligerents or the Protecting Power of certain matters relating toprotected persons.10.2.2.1 Location and Marking of Places of Internment Camps.
