Annex to the CCW Amended Mines Protocol. 318 Subparagraph 1(b) of the Technical Annexrequires that the estimated location and area of remotely delivered mines be specified bycoordinates of reference points (normally corner points) and shall be ascertained and, whenfeasible, marked on the ground at the earliest opportunity. In addition, the total number and typeof mines laid, the date and time of laying, and the self-destruction time periods shall also berecorded. 3196.12.10 Rule for Using Booby-Traps and Other Devices. Booby-traps may not be of theprohibited type discussed in § 6.12.4.8 (Booby-Traps and Other Devices in the Form ofApparently Harmless Portable Objects Specifically Designed to Explode) and § 6.12.4.9 (CertainTypes of Prohibited Booby-Traps and Other Devices).In addition, as with mines, there are recording obligations with respect to the use ofbooby-traps and other devices, including the obligation to record the precise location andoperating mechanism of each booby-trap laid. 3206.12.10.1 Use of Booby-Traps and Other Devices in Populated Areas WhenCombat Between Ground Forces Is Not Taking Place or Does Not Appear Imminent. Inaddition, booby-traps and other devices may not be used in any city, town, village, or other areacontaining a similar concentration of civilians in which combat between ground forces is nottaking place or does not appear to be imminent, unless either:• “they are placed on or in the close vicinity of a military objective;” 321 or• “measures are taken to protect civilians from their effects, for example, the posting ofwarning [signs, the posting of] sentries, the issue of warnings or the provision offences.” 3226.12.11 Obligation to Seek to Protect Certain Groups From the Effects of Minefields,Mined Areas, Mines, Booby-Traps, and Other Devices. Article 12 of the CCW Amended MinesProtocol creates certain obligations to take measures to help protect certain groups from the318 CCW AMENDED MINES PROTOCOL art. 6(1) (“It is prohibited to use remotely-delivered mines unless they arerecorded in accordance with sub-paragraph I (b) of the Technical Annex.”).319 TECHNICAL ANNEX TO CCW AMENDED MINES PROTOCOL 1(b) (“The estimated location and area of remotelydeliveredmines shall be specified by coordinates of reference points (normally corner points) and shall beascertained and when feasible marked on the ground at the earliest opportunity. The words in square brackets appeared in Original CCW Protocol II Article 4(2)(b). Their omission inthe CCW Amended Mines Protocol is an apparent error overlooked by the Drafting Committee.374
