The special agreements referred to above shall in no case restrict the right of POWRepresentatives to take possession of collective relief shipments intended for POWs, to proceedto their distribution, or to dispose of them in the interest of the POWs. 456 Nor shall suchagreements restrict the right of representatives of the Protecting Power, the ICRC, or any otherorganization giving assistance to POWs and responsible for the forwarding of collectiveshipments, to supervise their distribution to the recipients. 4579.20.4 Exemptions From Postal and Shipping Charges. Relief shipments for POWs andmail sent by POWs or to them benefit from certain exemptions under international law.9.20.4.1 Exemption From Dues for Relief Shipments. All relief shipments forPOWs shall be exempt from import, customs, or other dues. 4589.20.4.2 GPW Postal Dues Exemption. Under the GPW, correspondence, reliefshipments, and authorized remittances of money addressed to POWs or sent by them through thepost office, either directly or through the National POW Information Bureau provided for inArticle 122 of the GPW and the Central POW Information Agency provided for in Article 123 ofthe GPW, shall be exempt from any postal dues, both in the countries of origin and destination,and in intermediate countries. 4599.20.4.3 Exemption From Postal Charges Under the Universal PostalConvention.
