6.12.5.4 Effective Advance Warning of Any Emplacement. Effective advancedwarning shall be given of any emplacement of mines, booby-traps, and other devices that mayaffect the civilian population, unless circumstances do not permit doing so. 2966.12.5.5 Recording of Minefields, Mined Areas, Mines, Booby-Traps, and OtherDevices. All information concerning minefields, mined areas, mines, booby-traps, and otherdevices shall be recorded in accordance with the provisions of the Technical Annex to the CCWAmended Mines Protocol. 297“Minefield” is a defined area in which mines have been emplaced (including areas free ofmines that simulate a minefield), and a “mined area” is an area that is dangerous due to thepresence of mines. 298 “Recording” means a physical, administrative, and technical operationdesigned to obtain, for the purpose of registration in official records, all available informationfacilitating the location of minefields, mined areas, booby-traps, and other devices. 299Subparagraph 1(a) of the Technical Annex to the CCW Amended Mines Protocolspecifies that the recording of the location of non-remotely delivered mines, minefields, minedareas, booby-traps, and other devices shall be carried out in accordance with the followingprovisions:(i) the location of the minefields, mined areas and areas of booby-traps and otherdevices shall be specified accurately by relation to the coordinates of at least tworeference points and the estimated dimensions of the area containing theseweapons in relation to those reference points;(ii) maps, diagrams or other records shall be made in such a way as to indicate thelocation of minefields, mined areas, booby-traps and other devices in relation toreference points, and these records shall also indicate their perimeters and extent;(iii) for purposes of detection and clearance of mines, booby-traps and otherdevices, maps, diagrams or other records shall contain complete information onthe type, number, emplacing method, type of fuse and life time, date and time ofconsiderations [described in CCW Amended Mines Protocol art. 3(10)] are relevant to all mines, both anti-personneland anti-tank, as well as the other weapons to which the amended Protocol applies.”).296 CCW AMENDED MINES PROTOCOL art. 3(11) (“Effective advance warning shall be given of any emplacement ofmines, booby-traps and other devices which may affect the civilian population, unless circumstances do notpermit.”).
