are inadequate. 260 Other articles may be understood to include all urgently required goods thatmay be essential to the “life of the territory.” 26111.14.2 Limitation on Requisition of Food and Medical Supplies. The Occupying Powermay not requisition foodstuffs, articles, or medical supplies available in the occupied territory,except for use by the occupation forces and administration personnel, and then only if therequirements of the civilian population have been taken into account. 262 Subject to theprovisions of other international conventions, the Occupying Power shall make arrangements toensure that fair value is paid for any requisitioned goods. 26311.14.3 Verification of the State of Food and Medical Supplies by the Protecting Power.The Protecting Power shall, at any time, be at liberty to verify the state of the food and medicalsupplies in occupied territories, except where temporary restrictions are made necessary byimperative military requirements. 26411.15 PUBLIC HEALTH AND HYGIENE11.15.1 General Duty With Respect to Public Health.
