• a prohibition against directing mines, booby-traps, and other devices against the civilianpopulation;• a prohibition against the indiscriminate use of mines, booby-traps, and other devices;• an obligation to take feasible precautions to protect civilians from the effects of mines,booby-traps, and other devices;• an obligation to give effective advance warning of the emplacement of mines, boobytraps,and other devices, unless circumstances do not permit; and• obligations with respect to the recording of the placement of mines, booby-traps, andother devices.6.12.5.1 Prohibition Against Directing Mines, Booby-Traps, and Other DevicesAgainst Civilians. As with other weapons, mines, booby-traps, and other devices may not bedirected against the civilian population, individual civilians, or civilian objects. 2856.12.5.2 Prohibition Against Indiscriminate Use of Mines, Booby-Traps, or OtherDevices. Indiscriminate use of mines, booby-traps, or other devices is prohibited. 286This prohibition on indiscriminate use of mines, booby-traps, or other devices prohibitsany placement of mines, booby-traps, or other devices that is not on, or directed against, amilitary objective. 287 On the other hand, it would be permissible to direct mines against enemyforces that are expected to pass through an area. Similarly, it would be permissible to directmines against a piece of land that is a military objective. 288 In addition, it would be permissibleto place mines on land or objects that belong to friendly forces and that the adversary wouldregard as a military objective, in order to protect such land or objects from interference or attack.This prohibition on indiscriminate use of mines, booby-traps, or other devices alsoprohibits placing mines, booby-traps, or other devices using a method or means of delivery that285 CCW AMENDED MINES PROTOCOL art. 3(7) (“It is prohibited in all circumstances to direct weapons to which thisArticle applies, either in offence, defence or by way of reprisals, against the civilian population as such or againstindividual civilians or civilian objects.”). In case of doubt as to whether an object which is normallydedicated to civilian purposes, such as a place of worship, a house or other dwelling or a school, is being used tomake an effective contribution to military action, it shall be presumed not to be so used;”).288 Refer to § 5.7.8.4 (Examples of Military Objectives – Places of Military Significance).368
