the personnel entrusted with the organization and administration of these zones and localities andwith the care of the persons assembled within them. 3475.14.3.3 Neutralized Zones. It may be appropriate to conclude agreements withopposing forces to establish neutralized zones in regions where fighting is taking place. 348Neutralized zones differ from civilian hospital and safety zones in that they are intended toprotect a broader group of persons and in that they are generally established on a temporary basisin regions where fighting is taking place. 349These neutralized zones are to shelter: (a) wounded and sick combatants ornoncombatants; and (b) civilian persons who take no part in hostilities, and who, while theyreside in the zones, perform no work of a military character. 350Agreements should be made in writing, signed by representatives of the parties to theconflict, and should establish: (a) the location of the zone; (b) the administration of the zone; (c)the food supply of the zone; (d) the supervision of the zone; and (e) the beginning and durationof the neutralization of the zone. 3515.14.4 Using Distinctive and Visible Signs to Identify Protected Persons and Objects asSuch. The agreement shall fix the beginning and the duration of theneutralization of the zone.”).251
